Humanity has many common traits that they rarely come to fix on their own volition.


Humankind is very adept at making mistakes.
On August 18th, 2041, at exactly 9:26 A.M., a team of scientists unleashed upon the world an Event, known only as 'The Incident'.
The very Earth shook as an unknown energy source was set free. The energy known now as the 'Helios Strand', seeped across the globe at an alarming rate.

For one hour, the entire planet was covered in a bright, glowing fog.

While no one was killed in 'The Incident', lives were changed completely.
The 'Helios Strand' only affected ten percent of the human population.

This ten percent took on an evolution completely unheard of outside of fiction.
Strength, Speed, Flight. Only the tip of the iceberg of what changed with these people.
And not one person was the same as the next.

Humans will almost always fear what they cannot, and will never bother to understand.

Almost one year after 'The Incident', those left unchanged by the 'Helios Strand', while in admiration of the great deeds done by the 'Helios-Afflicted', they were also appalled and horrified by the transgressions done by those who were less-than responsible with their new talents.

Thus, a single organization was made, Afflicted, and Unafflicted alike.
'Order'.
An attempt to rally support from those with pure hearts, as well as to preform the job of detaining those with evil intent.
And for awhile, it did its part, making the world a normal place.

But with new blood, new ideas stir. More than twenty years have past since 'The Incident', and 'Order' has become something...Different.

It has become a tool to be used by its newest Chairmen, Clive Harvey, in his own envisioned state of 'Order'.

The Afflicted are now rounded up like cattle, and are given two choices, Obey or Die.
The Unafflicted, while mostly left alone, are commonly brought up seeing any Afflicted not apart of 'Order' as a parasite who needs to be put down.

Little hope stands for anyone who thinks differently.

The Human Race only truly understands the concept of Strife, and War.

The year is 2065. Conflict has found its way to 'Order', as a new Organization appeared overnight.
As if in spite, it was named 'Chaos'.

Their very discovery first appeared with a note nailed into the window of the Chairmen's Office.

"Dogs of Order.
Embrace the Coming of
Chaos."


Very little is known about this new Organization, save that many Afflicted unaffiliated with 'Order' flock to it.

And it is clear neither Organization will ever know peace while the other exists.
Much blood has already been spilt on both sides. 'Order' will kill any even suspected of being affiliated with 'Chaos', and 'Chaos' seems to have ways of infiltrating 'Order' to the point of attempted assassinations of the Chairmen.
Five have already occurred.

ORDER


The majority of the information on Order is accessible to nearly anyone.
Only certain bits of information require clearance high above that of a civilian.

Most Staff of Order go by rank and last name, much like any Military would do.

The Chairmen, Clive Harvey, is seen as a Philanthropist, who wishes only for the benefit of mankind. Whether or not it is just an act, and he's using it to manipulate the General Public as well as the Organization, or if he's true to his ideals but going at it in an odd way is uncertain.

Order has many Bases of Operations. One in almost every major Country worldwide. Their Headquarters is stationed New York, New York.

The estimated number of Order Operatives exceeds that of Fifteen-Thousand as of the last Census; Only 30% are Afflicted now. All others Unafflicted Soldiers.

All procedures used by Order are deemed 'Necessary'. Nothing more is ever permitted to the Public.

Most Order Operatives wear a Uniform White and Black uniform in order to stand out in crowds.

Badges, ID's, Crests, etc. reveal one's affiliation with Order. All Identification is revealed by the Emblem above.

CHAOS


All information on Chaos is sketchy at best.

Most operatives go under Code-Names, referring to their abilities.

All that is known about the Leader is his Code-Name; Overwatch.

Their Base of Operation's location is unknown.

Their exact number of members is unknown.

Their methods of attacking Order range from stealth, to full-scale war, yet never involve the innocent (One thing that infuriates the Chairmen of Order to no end. The General Public is on the fence.).

Operatives of Chaos wear no sort of Uniform, as it gives Order something to gun for, and because it adds more spite towards their enemy.

How they can identify each other without any sort of identification is still a mystery. There are no Code Words, no Objects signifying it on their person, nothing.

The above Emblem was attached to the note, and has become the only face of the Organization.

Technology


Technology has gone a long way since they Twenty-First Century.

One of the most drastic changes is in Transportation and Fuel.
In an order to keep up with Afflicted capable of flight, and due to the discovery of a new type of renewable fuel derived from Thorium, literal flying cars are capable.
Speed of these vehicles tend to remain at the same as they had been in the 21st Century, as to keep accidents at a minimum.

Military Strength has also been upgraded to counter the power of the Afflicted.
While still not capable of taking on vast numbers of experienced Afflicted, an Unafflicted soldier can now fight at a more-equal level due to 'Titan' suits.
Their size ranges from humanoid-sized to that of a large tank.

Operatives of Order



•Username: Zahzi.
•Name: Clive Harvey.
•Gender: Male.
•Age: 54.
•Afflicted/Unafflicted? (If Afflicted, include ability.): Unafflicted.
•Affiliation: Order.
•Appearance: Clive.
•Background: Clive was brought up to do what was right, even if it was not popular among everyone. And as such, became a controversial figure no matter where he was.

He became the Chairman of Order after his predecessor was found murdered in the streets of New York, just across from the HQ.


•Extra: The current Chairman of Order, he strives to bring humanity to a new age of peace. Even if this means that many are left in shambles, or in shallow graves.

Clive never leaves the Order HQ in New York, and only communicates via phone, or video due to the constant assassination attempts as of late.

•Quote (Optional): "Our approach may be unforgiving, but it is NECESSARY in order to maintain peace."

•Name: 'Weiss'.
•Gender: Male.
•Age: 43.

•Affiliation: Order.
•Appearance: Weiss.
•Background: Little is known about this man, as all records of him from Order are almost entirely blacked out.
What is known is that he was chosen to be apart of a new experiment to combat against hostile Afflicted called the 'Juggernaut' Program, which dealt with a prototype Titan suit capable of 'adaptation'.

The name 'Weiss' comes from the suit's near-solid white appearance.
•Extra: Known as the 'Hammer of Order', Weiss commands his own group of soldiers to aid him on the front lines.
He cares little for the welfare of others, including other Order Soldiers, and will not hesitate to execute any who deviate from the orders of the Chairman.

•Background: Reyna was around 10 years old when 'The Indecent' occurred. Her father had been affected with the power over metals. When she was 16 years old they got into a huge argument over her future. He grew so enraged with Reyna that he used his powers against her. She still has a large scar across her back from that day. Her father told her not to breath a word of it to her mother or there would be more coming to her. She lived in fear of him for months. When she finally got up the courage to tell her mother she was appalled at what he did to Reyna. She packed up her and Reyna's things and left that night. They ran as far away as they could from her father, who was constantly pursuing them. One night when she was 18 her father found them. He locked Reyna out of the house and killed her mother. Reyna fled out of fear once again from her father. When she turned 21 she joined Order's ranks. She has served under them ever since fighting against people like her father who use their power for destruction.
•Extra: She has a large scar on her back from the fight with her father. She also has a small necklace that belonged to her mother. She has owned it ever since she was 17 years old and it is her only memory of her.



Operatives of Chaos

•Name: Jarid Caymen. Codename: 'Overwatch.'
•Gender: Male.
•Age: 29.
•Afflicted/Unafflicted? (If Afflicted, include ability.): Afflicted; Capable of assuming control of nearby technology.
•Affiliation: Chaos.
•Appearance: Jarid.
•Background: Jarid was born five years prior to 'The Incident, and grew up among a more 'Fenced' population, in that while many despised the afflicted, there were also a good amount that treated them as equals. This gave him the knowledge that people can be both good and bad, allowing him to tolerate the hateful ones.

When of age, he even joined Order, back when it was a much more agreeable organization. But, as the years continued, and the new Chairmen was found, the once-glorious group soured, and he left, but not before wiping the entire database Order had of all known Afflicted.

After a year of hiding, Jarid returned with his own Organization, 'Chaos'. While nowhere near as large Order, Chaos is dominantly afflicted, and filled to the brim with those whose lives have been altered due to Order.
•Extra: While technically the 'leader' of Chaos, Jarid was never one to sit back on the sidelines unless there was a clear reason. It has also been proven on many occasions his comrades are more important than the success of whatever is in front of them.
•Theme (Optional): Uprising.
•Quote (Optional): "Why is it every time I turn around, there's this NEW problem..?"



•Username: Zahzi.
•Name: Roland Thompson. Codename: 'Gunny'
•Gender: Male.
•Age: 26.
•Afflicted/Unafflicted? (If Afflicted, include ability.): No.
•Affiliation: Chaos.
•Appearance: Jarid.
•Background: Roland comes from a family whose history in the military was long as it was bloody, so him enlisting as a soldier to Order at the age of twenty was no big surprise.
While he was in Order, he established relations with two different people.
Weiss, as the 'The Asshat', and James as 'The Boss'.
He held onto his duties for six years in service with the only demerits coming from Weiss (Shocking) due to his lack of following his orders to the letter.
To better fight against his enemies, back when that term was simple, he needed a Titan Suit. This was where Jarid showed up, as normally the Suits were just built on parts. The one Roland was given had been 'tinkered' with by Jarid to see if his powers could help at all.
Because of the tinkering, he was able to work out any flaws and increase output without adding input, or as Roland viewed it, 'Sciency Magic'.
Not only had Jarid been the one to help with his suit, the two were also in the same Order Unit under Weiss' command.
Neither of them got along with their CO...
When Order began to sour, he remained after Jarid left for a few years, until Chaos appeared. Seeing as Weiss was making every attempt to either discharge him or worse, he defected on the battlefield.
•Extra: Roland is one of the very few Unafflicted that works for Chaos on the battlefield. Albeit, before he switched sides, he 'forgot' to return his Titan Suit.
He seems to have a tangent for unpredictable behavior when either bored or put off...Both happen a lot...

•Quote (Optional): "Just because I don't have some shiny power to make your head explode by coughing DOESN'T mean I'm gonna let these idiots show me up!"



•Username: Zahzi
•Name: Admier Eyardovytch. Codename: BullTrue
•Gender: Male.
•Age: 35.
•Afflicted/Unafflicted? (If Afflicted, include ability): Afflicted; Houses immense raw power, capable of tearing down buildings on his own.
•Affiliation: Chaos.
•Appearance: Admier.
•Background: Admier hails from Russia, from a community that thought his powers nothing more than just him being born strong. As the years progressed, his gift began to grow from just being an average strongman, to the capability of throwing trucks. It was only then people began to question his abilities.
Jarid himself found Admier off of a rumor, and tracked him down to offer him a job in Chaos. After much deliberation, and hearing of 'Order', which was still rather unknown in his area, he decided to take the offer.
•Extra: Admier is an ally worth having, and a drinking partner more than likely the opposite of..



•Username: Nandoral
•Name: Lithia Belcrose (Codename: Quick Kill)
•Gender: Female
•Age: 24
•Afflicted/Unafflicted?: Afflicted - Has the ability to manipulate and control metal of any kind.
•Affiliation: Chaos
•Appearance: Lithia
•Background: Lithia was only a few months old when 'the incident' occured. Having a weaker immune system than older kids and even adults, she was easily affected by it. Since she had grown up being different from everyone else, Lithia never knew what is was like to be treated normal. People hated her for things she couldn't control, though there were just as many that sympithised with her. Back before Order became corrupted, she had been asked to join its ranks. She had refused, not wishing to be used for military purposes. A few years later though, when 'Order' came under new management, they came back for her, saying she had no choice. Lithia hadn't changed her mind, and again refused, having to use force for them to get the point. After that day, she had been placed on Order's wanted list. They had become her enemy, and in an attept to fight against their wrongs, she joined the organizations greatest foe....Chaos.
•Extra: She carries a specialized 6' naginata on her as a weapon. It is made completely of metal, and can break into three seperate segments, each one held together by a 20' length of of chain.


•Username: RagingBluMunky
•Name: 'Weld'
•Gender: Male
•Age: 27
•Afflicted/Unafflicted? : Afflicted - Has the power to possess any machine or incorporate it into his body (depending on size). Either grants him complete control over it.
•Affiliation: Chaos
•Appearance: An unsettling fusion of man and machine. He is of average height and build, his skin has a grey cast and his eyes have been replaced with lenses. His right arm and shoulder have become home to a winch and cable system. his left palm houses an array of physical computer interfaces.
•Background: Weld can't remember a time when he hasn't had his powers. He had trouble mastering his power and was forced to live alone for most of his life. He seems to thrive on chaos. He joined the new group for the chance to make the world more 'fun' for him at least.
•Extra: His 'eyes' have the ability to zoom, see in infrared, and in extremely low light (a.k.a. 'night-vision'). When he possesses anything, it becomes his body, he is able to feel what happens to it, so damaging it causes him actual pain, although damage to the machine does not carry over into injuries on his real body. In addition, the bigger/more complex the machine he possesses, the less time he can control it, for example, he can control a car for a few hours, but something like a Titan suit he can only control for a few minutes.

•Afflicted/Unafflicted? (If Afflicted, include ability.): Yes.; 'Mistwalking': His body can break apart and disappear without a trace, leaving him in a smoke-like form. This can be used for either infiltration, escape, and, on a few occasions, a very unpleasant way to meet your maker..
Shooting when he's dissipating seems to have no affect.
His power also seems to be able to affect his appearance as well, as his normal attire seems to be a fabrication.
•Affiliation: None. Prefers to be in it for himself.
•Appearance: Morris.
•Background: Moris' appearance, and very existence for that matter, came to be known within only a few months. Showing no allegiance to either side, he has little stake in the matter in front of the world's changing times, yet has a certain desire in seeing to the spoils.
All that can be pieced together for his background goes off speculation, mainly believing him to hail from the UK, due to his attire and accent...And his theatrics...
•Extra: Morris has a more than irrational penchant tendency for the Theatrical, making interacting with him a very odd person to interact with, if you are even capable of it.....

Within the Order HQ, not a single Operative, staff nor soldier, was standing still in the early hours of the morning.
The staff, consisting of Scientists, Technicians, and other essential non-combat personnel, were hard at work either maintaining Titan suits, new and old, or formulating plans for the soldiers.
The soldiers on the other hand, were preparing for any raids, scheduled or impromptu.

Among the soldiers, Weiss walked and watched them, making sure everything went accordingly.

"Remember." he spoke.
"Our job is to put an end to this disease. Capture is optional."



Meanwhile, underneath the cities, life in a different way seemed to be teeming.
What seemed to be yet another civilization entirely, one without sunlight, seemed to thrive.
More than half of the people down there shared one thing in common; They possessed abilities that far-exceeded that of normal humans. In their own way, they were working in a similar fashion to the Organization above them.
Many could be seen working on questionably-acquired equipment, while others seemed to be more focused on training their own abilities.

Jarid walked through the tunnels, the lights flickering immediately ceasing as he passed. He looked around at the others and gave a sigh.
A sad thing to see. Humans against humans over being different. Even before 'The Incident' it was still commonplace. But now, it was at an even grander scale.
"At least we have a giant bomb-shelter to keep us from being nuked." he said to himself with a smirk.

"I hate to burst your bubble Overwatch, but I don't think we can count ourselfs safe just yet." Lithia spoke as she walked with hurried steps towards the leader of Chaos. One of the spys that worked under her had gathered information about some new weapons that Order was developing. She handed him the same set of papers she had recieved only minutes ago, crossing her arms over her chest once her hands were free. "If they're really trying to construct a bomb that can dig THAT deep into the earths surface, we might want to consider relocating to deeper areas outside its range. That, or I'll have to try and hone my skills enough to stop the nuke before it hit. At the very least slow it down." For a moment, she fell silent, her mind processing all options that Chaos had in order to survive such an attack, and if it would actually happen. The organization had been ruthless before in their attacks and, shaking her head, Lithia realized it was something that Order was more than willing to do if it came down to it.

Jarid took the papers and looked them over, giving a chuckle at the details.
"What they keep forgetting about is people like us." he told Lithia, looking at her.

"As you said, you can attack the bombs directly, where as I can just short them when they come nearby." he told her with a smirk.

"Only way they're coming in is through the front door, and that's just suicide." he added as he began walking forward.
"Thank you for bringing this to light, though. This will definitely come in handy during our operations."

Lithia was a bit shocked at how calmly Jarid was taking the information. It was as if she had handed him some kind of silly joke. He wasn't being serious about it at all. She wasn't done arguing her case, and as he began walking away, she followed only steps behind him, her dark green locks flwoing behind her. "Sir, I really don't think you understood what I was trying to say. I wasn't trying to imply that I can stop the bomb if they drop one, but that I might be able to with some extensive training for just that kind of situation. Right now though.....much as I hate to admit it, the sheer size of a nuke alone is outside my capabilities."

"Don't worry about it. Take your time." Jarid replied, looking back at her with a closed-eyed smile.
"If it comes to a nuclear attack, I'll pick up the slack."

"Besides." he added, looking at the ceiling.

"This shelter was built below a major city. Even their Hammer would know better than to purge an entire community. Order's leader at least has THAT going right.." he grunted, before he began walking again.

"Sure, if we were in the middle of a farmland, THEN we'd have a problem..."

She knew that what Jarid said was true. There was no way that Order could drop a nuke on Chaos without whiping out an entire city. That is, if he could ever find the base to begin with. Lithia had just been one to take every caution necissary to insure the safety of others, and hated taking risks that would get inoccent people hurt. With a sigh, her head dropped in defeat for the time. There was nothing more that she could say that would change the situation from what it was. "There is one other thing I need to tell you sir, and I wont let you tell me differently." Lithia paused, knowing that her last words were going to grab his attention. "I'm going to be entering Order HQ under the disguise of a new recriut. My infiltration squad was captured shortly after sending me the information they were able to gather, and I'm not going to stand by and do nothing about it. If they got lucky and their lives were spared, I'm going to free them from that hell whole."

Jarid looked back at her with an eyebrow rasied.
"..Are you sure you want to go at this alone..?" he asked, turning to face her.

"Given enough time, we can get a team to raid the prison hold and get them out of there." he added, scratching the back of his head.

"If Weiss finds you, it's over..."

Lithia gave a nod of her head. "Yes sir, I'm sure of this. They are my men and were following my orders when they were captured. As their commanding officer, I need to make sure I get them back alive...without putting anyone else in harms way. We don't have time to assemble a raid group anyways. Order doesn't tend to keep our opritives for long unless they've gotten them to talk." She knew that she was taking some major risks with going in alone. Her face was posted all over Order HQ for the 'crimes' she comitted, and she could be easilly recognized if she wasn't careful with her disgiuse. It was a risk she had to take though. Chaos would be able to survive without one person. So if she had to sacrifice herself to make sure a larger number of people could return to base, it was fine with her. "I know what the risks are sir, and I'm willing to take them."

Lithia was a good Operative, and a better person. Were she to be lost, it would be more than just one lost Operative.
"Alright, alright...You have my permission....Just, be careful and do not take any unnecessary risks..."

"Don't worry Overwatch, I've been prepared for something like this for a while. I don't think you would even be able to recognize me once I go uc." Lithia said, a faint hint of a smile tugging at the corner of her lips. Since she now had permission from her superrior, she had little time to waste on idle chatter. Turning on her heels, she walked back down the long tunnle, turning off into a narrower one that would bring her to her private quarters.

A couple hours passed, during which time Lithia was getting into her disguise, as well as making sure she had all the paper work needed to confirm her new id as being real. Once she was finsihed, the woman looked a bit younger, a much less intimidating than she really was. Making sure that there was no one on the other side, she exited the Chaos HQ and, hailing down a taxi for transportation, made her way several cities to the north. Once she arrived at NY, NY, she paid the rather angery cab driver and walked down the busy streets untill she came across the all too familiar building that was Order HQ. Taking a deep breath, Lithia stepped inside, going over to one of the many registration booths that lined the sides of the front room, each one having a man or woman seated who could help with the appllication process if needed. She took a seat at the first empty booth she could find, pulling out some paper work and setting it down on the table provided. "Hello, I'm Alisa Gardner, and I'd like to join Order."
