I disagree, check out Tsunade and Mei for one, both are kages and you can't get higher than that. Temari seems to be a strong woman and Ino helped hold her team together.
Not only is Tsunade strong, but also one of the best medic nins out there. That seems far from useless to me.
They are just not the focus, many characters, not just females, are being focused on. They just showed a bit of Yugito and Fuu in action. They are both death but seemed to be able to fight. Besides, back when ninjas were actually around, the woman had different skills than the men.
Oops, miss read the game part. Actually, they seem to be more powerful in games.
