Its been 30 years since Galaxia, and about 32 since Diamond and Usagi got together. There is little doubt they've either reestablished the Moon Kingdom. Probablly around 1998-1999. She has the authority and access, and he has the motivation and a population ready to move in and rebuild.....
But what about earth kingdom. Mamaru has the authority... but who's gunna tell our current leaders? It'll take a catastrophe.. or a war of planetary proportions.
Sapphire, still raising Sailor Sapphire as his daughter, is not happy with Diamond and Usagis moon kingdom, and wants his own. So he leads an army of youma's to invade earth. To compliment this force, he sends his "daughter" in with the 4 Biyotik Senshi he creates in a lab. It's such a massive fight, it spans 2 years, that both Senshi and Civilians are needed to beat them back. In the aftermath the destructions so great that most of the earths goverments have been eraticated and the population is sent into chaos. The earth needs new leadership.
So, for the most part, the senshi have won. But the cost is great. Youma run wild. Dictators and Warlords rise in the vacumn of power left by the demolition of most the worlds goverments.
During the course of the war and rebuilding, we must deal with Sailor Sapphire and the Biyotik Senshi whom may, or may not eventually come over to our side. (up to each one individually)
After the war, we must deal with roaving bands of Youma, dictatorships, rebuilding, and any interpersonal problems between ex-rogue senshi and the rest of us. Disagreements about how the earth is to be rebuilt are bound to happen, but the ultimate outcome is an earth under the rule of Mamaru and Setsuna.
A couple start pts have been suggested. The start of hte war, the middle/end of the war, and after. I think any of them will make for interesting RP. Since we've already set the start date as 2026. The wars start/end dates would depend on our choice.

All the world leaders were assassinated by Demons [youma] and Mamoru stepped forward and saved earth and became king again. Done. LOL

yeahh... anywho, now having slept on it a bit..
We could have either Sapphire or Emerald (the bad guys, not he senshi) not be happy with Diamond and Usagis moon kingdom, and lead an army to invade earth. Senshi beat em back, but in the aftermath the destructions so great that the earth needs new leadership. ninja
Only issues, if emerald does it... well she died in the anime.. we gotta fix that...
If Sapphire does it.. we gotta reconcile him with his brother before Rubi and Sophe are born...(there's no way Usagi would stand for an invasion of earth)
or not.. we can just have him do like his brother and kidnap Usagi xD Could actually be the events leading up to the Rape of Usagi.... o.O
Also, this'd make earth a bit of a Post-apocotoliptic hell scape.... they'd likely still be rebuilding... o.O

They rub me wrong xD It doesn't have to be cannon senshi if people don't want it to be, it could just be assumed that there need to be more warriors to clean up and rebuild after the war. I'm sure everyone can agree on whether or not to kill off actual characters in the alternate universe, and who it would be if we did. And as for the villian, why not Rubeus? He's a d**k anyhow, and that way it won't mess with Sapphire's backstory.
