Destiny Tower. Most people thought of it as a boondoggle, some kind of poor man's Tour Eiffel, a tourist attraction at best and an eyesore at worst. There was a radio station in there somewhere, tucked into the metal scaffolding like how a magician might hide a fishbowl between his legs. Surely the blinking red lights on top were the highest thing for miles, but you could do that with a more conventional radio tower.
Really, the only draw of the whole thing was that there was an observation deck where, for a few quarters, you could basically see the whole Shenendoah river valley on a clear day. But it was night and the whole thing was basically a mess of light pollution and slightly threatening-looking clouds. The only bright side of it that Europa could see was that there was very little potential for being attacked by a Youma up here.
On the downside, though, a patrol spent sulking at the top of Destiny Tower, waiting for the moon princess to show herself was hardly a patrol at all.
It was true that Europa had been feeling lost since her cousin's corruption to the Dark Mirror Court. More than anything, though, she'd been giving a lot of thought to some serious notions about false prophets. The Blood Moon Court had trusted themselves completely to Ares - how was that different from the unprompted vows of fealty she'd sworn to Chibimoon a year ago?
Call it a crisis of faith - Europa needed to make sure that her loyalty was not misplaced. If she was going to lead the Jovians into battle, then it had to be without a shred of doubt. The moon princess was from another timeline - was she right in trusting her?
Europa flipped her phone open and closed anxiously, and sank into a crouch against the safety rail. There was a chill in the September air, and no matter how essential she'd judged this conversation to be, that didn't mean she was looking forward to it.
Worst case scenario... Well, a lot of things could go dreadfully wrong.

Destiny Tower was a place that held a great amount of significance for Sailor Chibimoon. When she had been the dark woman known as Black Lady Serenity, it had been her refuge. The one place where she could hide high above the city, looking down on the lights and indulging her dark, dark thoughts without benefit of an audience. She hadn't wanted one and had never gotten one. So high up it was also easy for her to fool herself into thinking that she was back in Tokyo. Crystal or otherwise it was a place that had signified home to her.
It was no hardship to meet Europa here. It was hard to get across any sort of nervousness through a text message. The princess had no idea that she was walking into a judgement that would essentially be the do or die of her senshi career here on this Earth. So the super senshi had a bit of a bounce in her step. The nights were getting cooler, her moon was half-full in the sky and shining down on the city, she was going towards her favorite place in the entire collective of buildings in the downtown area.
Chibimoon was actually quite grateful to climb all the way up the tower to the Observation Deck, a smile evident in her face and eyes as she faced the Senshi of the Deep. "This is the very best place. I am so happy to be here!"

Europa gave Chibimoon a tired smile as she emerged onto the observation deck. Despite her doubts, she was heartened to see the pink-haired princess. Chibimoon was like a beacon of hope in a dark sea - but, the senshi of the deep desperately wanted to know, was it a false hope?
"Thank you for coming," she nodded, rising to her feet. She hadn't exactly explained to Chibimoon why she wanted to speak with her, and now that she really considered it Europa hoped this didn't come off too much like an interrogation. That certainly wasn't what she was aiming for, and her motives were not cruel or threatening - merely frightened. She had seen the results of one princess's destructive path...
But Chibimoon was different, Europa assured herself as she curtseyed to the younger scout. Despite having both an age and a rank advantage, she was still inclined to defer to Chibimoon... even as she tried desperately to quell her doubts in the younger girl. Chibimoon glowed brightly on her mind's eye - not the way corrupted senshi bubbled with wrong. Chibimoon was their princess, from their universe - she would never lead them astray...
...She was from a completely different time line and who was to say that was just as much an usurper as a Parallel queen?
"Princess," said Europa delicately. "I know I promised you my loyalty... but I've been feeling conflicted. Someone close to me-"
There was a knot in her throat. Europa tried swallowing it, but felt herself withdrawing inwards, sinking literally and figuratively so she was slouched before the white moon's princess, eyes fixed firmly on the toes of her pumps. "There was a false princess- and she lead her team to ruin-"
Being a jovian moon meant never being alone. Europa could not lead her team to ruin over a treacherous princess. She had to think about people other than herself now - if one Jovian fell, who was to say the others would not be close behind. "I don't mean to imply-" stammered Europa.
Oh. There were the tears.
"I'm sorry." She swiped a hand across her face. "I've just - I don't - I can't lead my court into darkness. I need-"
Europa trailed off. She did not know what she needed. (Aside from, quite possibly, a hug.)

Chibi was not always the fastest person in the universe. She couldn't really grasp yet still the nuances of English and when someone talked a little too fast or used just a bit too much slang, she could miss out on a point entirely. There were, thankfully, universal languages. Emotion was one of them. Who better than her to understand that being a senshi was, at its very core, the most emotional job that some people would ever undertake? It demanded everything from you, even your identity sometimes. Chibimoon could not say definitively who she even was anymore except that she was the Senshi of the Moon.
Everything else was a convenient lie. Yes she was Perry Westerman's daughter in her heart but legally Coralie Williams aka Coralie Westerman had never been born. Neither had Tsukino Usagi Serenity. She simply did not exist.
Yes, she understood very well how confusing it could be to be a senshi.
"No sorry." Reaching out, a hand lightly touched Europa's shoulder. Had Allie known the Senshi of the Deep a bit better, she would have been given a rather fierce hug. But there was nonetheless a firm, supportive pressure from the teenager and an understanding, if solemn smile. "A bad thing happened and you are not sure where to go now. Who you can trust?" It had never been an issue for her. In Mama we trust which made her pity these senshi who had no star to guide them so brilliantly. It even scared her a bit.
Reaching down to grasp both of Europa's hands, Chibimoon squeezed them in yet another supportive gesture. It was worrisome that this strong senshi who was an Eternal, who had strong ties to the rest of the senshi, might not trust her now. Might regret ever becoming involved with the pink princess of the future. It could ruin everything she had been trying to do. Panic rose but was beat back down hard, the struggle showing in her ruby eyes.
"Can you tell me about the bad princess? I want to say you can trust me but that is just words. You need to know. To see." It was the burden of her station and situation that there was no proof. She couldn't simply pull out her crystal and show it to Sailor Europa. Besides, what good would that do? The idea of a false princess doing bad things, leading her people into darkness, was worrisome.
Even more so than this.

Europa's hands sat limply in Chibimoon's grasp. The senshi of the deep choked back a sob - she'd already told this story so many times, what was once more? Was it fear of rejection, of the princess taking her sorrow and throwing it in her face? That was silly - Chibimoon seemed so earnest, so genuine. It was all empty fears, wasn't it?
Leto's fate, though; that had been real. Europa pulled one hand away, leaving the other, and rubbed at her eyes with her glove. "My cousin was a senshi, too," she said, after a few deep breaths. She was nowhere near composed, but at least she wasn't about to burst into loud sobs at any moment. "She followed a Princess called Ares. A parallel."
The bitter way she said parallel should have made her feelings clear; Europa had never trusted the parallels, not since learning they'd caused the coma wave. It was a sour reward, to know her distrust hadn't been misplaced. "They did... ruthless things. Killed people." The actions of the Blood Moon Court were hardly secret among the senshi, but Europa had purposely avoided the details. She had never had any desire to become wrapped up in their activities.
Furthermore, knowing would have made it difficult to look at Leto. Or to trust Kallichore as she did.
"Ares-"
Europa hesitated. Of course this would be the hardest part of the story. Leto's fate; she should have done more to help Leto, to help Kat. She should have protected her cousin, should have gotten her out of the Blood Moon Court while there was still time- but how could she have known? Except she should have anticipated and-
Crushing guilt weighed down on Europa's shoulders. She returned her gaze to their feet. "Ares joined Chaos," she said weakly. "And she took her court with her. My cousin- I should have saved her- I can't lose anyone else."
She'd made a promise to Callisto. The Jovians would not fall to Chaos. Better to die a white moon senshi than live as a corrupted one.

There was a rapid flicker of emotions across Chibimoon's face as Europa spoke. First was the curl of her lip into a rather disdainful look at the mention of the parallels, but it was stopped short by Ares being described as a princess. The last time she had seen Sailor Ares, the senshi had been trying to recover from losing their Queen Nehelenia. That awful creature had deserved the fate she had succumbed to; Allie had wished nothing more for all of those b*****d Mirror Senshi to return to their world when Helen had died.
Apparently that had been impossible. Her sixteen year old face grew more and more angry until incensed, Chibimoon turned to stalk away and let out a cry of frustrated rage off the side of the building. Had Europa been listening closely she could have clearly heard the scream being one exaggerated "Biiiiiiitch!" It was before there was a screaming, arm-waving tirade at thin air in rapid-fire Japanese. Pigtails flared, the shimmer of her bow vibrated with anger, and Coralie's eyes were vibrant with incandescent rage.
Truly, it was a spectacular tantrum. Swapping to English, the voice was half-anger and half...triumph? Vindication? "I told them! I told them all that a parallel was a bad thing! No one would listen to me but now they know!" Looking at the tearstained face of one of her very first believers, shoulders slumped and a lot of the energy deflated from her small body. "But I did not want anyone to suffer for it. Your cousin is with Ares now?" The idea of it was horrifying. More senshi being turned to Chaos? It was Galaxia all over again, a nightmare from the Sailor Wars that couldn't be borne.
Of course it would come through a parallel!
Chibimoon could easily shake her head now. "I know that...you have heard things. That I was dark once. But I was always alone. I never took a senshi in the dark with me. To do that when they are not willing is worse than death." Lips pursed. "It is disrespectful." Respect was one of the few tenets that she had always held her life by. Respect for herself, respect for authority no matter whose it was she followed. "But I was in the dark when I did not know there were good senshi here. I thought I was the only one left and there was not a thing to live for. I will not go into the dark again...I have Kurma. My dad. I have friends." She had a family now. There was a reason to be a light. She was Juno's light, Mu Cephei's light, even Ollie's. She had a friend to protect!
"I do not think Ares had a light anymore."

Sniffling, Europa nodded. "Leto's with Ares now," she echoed, the words having a strange ring of finality to them. Leto was with Ares, would always be with Ares, and Kat Callaghan was as good as dead. To tell the truth, she was a bit taken aback by Chibimoon's tantrum, but the princess's sudden fervor had left the Jovian captain feeling rather subdued in comparison.
"I'd sort of, I'd heard as much," she admitted, glancing hesitantly at the princess. To tell the truth, Wicked Lady had never exactly pinged on Europa's radar, but it was because she'd been too busy chasing rumors about parallels and cardians and magical alien trees. She'd been misguided as the leader of the Basterds, but you couldn't say she hadn't been trying... even if most of the time, she'd been completely off base.
"I can see where someone would join the darkness if they thought they were alone." Nodding, Europa reached out and gave Chibimoon's hand a squeeze. She didn't hold it against the princess. Chibimoon was young, and she'd probably been scared - it hurt to even imagine what that must have been like. "But no one should ever have to be alone..."
Suddenly, the lives of corrupted senshi seemed all the more tragic to her. What lonely creatures they must be - identities, friends and families left behind, with only chaos and darkness given in exchange... Europa felt wise and reassured in the motto she had chosen for the Jovian court. Many as one. Being a Jovian meant you were never fully alone. She would not let the darkness touch her team.
Meeting Chibimoon's ruby gaze, the senshi of the deep replied, "No, Ares has no light. Only smoke. And smoke can't warm you, or light your way... all it can do is choke you."

Now Chibimoon did hug Europa, smiling slowly like a blossom unfolding beneath sunlight. "No, no one should have to be alone. But I came from so very far and there was only Wiseman..." Leaning back on her heels Coralie thought of Ray Gordon and how truly charming and caring he had been towards her. He'd made a very lost, very lonely little girl feel like she had somewhere she belonged. Yes, he'd been funneling corrupt power through her soul but hadn't she welcomed it? Hadn't she wanted the cold comfort of Chaos?
But she'd awoken from it and tried to make the very best of this new life she had been given. So far, Chibiusa felt like she was making huge strides of progress. There had been a lot of things lost but now she had Perry and Suki and all of her friends. The Amazons were there and they had been her closest friends in the future. She could tell them anything!
The warmth of it, just thinking of it, Allie couldn't ever imagine going back to the cold darkness. There was even Cosmos there to understand, to be there for her. Even if everything else was lost Cosmos would endure and Chibiusa would stay at her side to help protect the balance. There was always hope and it had been something she had forgotten. That idea was shared now with Europa. "That's why you have to show them light. Talk to them, make them see, bring them back." Her mouth tightened a bit. "But not Ares. There is a point when you are so far in the dark you can't come back. Not ever. Ares is too gone."
Biased? Absolutely. But she would never again suffer a parallel soul to exist in this universe. Had she known the truth of the Dark Mirror Court she might have despaired a bit. But she had no idea that it was not a genuine corruption, did not know that the universes were once again bleeding into each other and the walls were falling down. She probably would have had a conniption had she known. "We will choke her back."

"Is it really that easy to bring someone back?" Europa asked. It wasn't that she meant to be a buzzkill - she was genuinely relieved by Chibimoon's embrace - but if just talking to Corrupted senshi and negaversers worked then you'd think it would have worked by now. She'd tried it with Spinel and the results had been... less than stellar. "Sorry," she added, glancing way. "It's not that I don't trust you, because I do-"
She meant that. Europa gave the princess a tired smile. While she thought herself justified in having doubts, this evening had more that assuaged her fears. Chibimoon was a princess of the light, now more than ever. A princess surrounded by friends and equal allies rather than servants and minions. Europa could not force her court to follow this princess - nor did she think she should force them to do anything, but she could encouraged them to do so with confidence.
Choking Ares back seemed like a worthy proposition to her - the only question that remained was how. "Her and Tanzanite," she nodded, "Perhaps a few others... they're too far gone." That much was easy to agree with. "But what do we do with them? My team... we're against killing people." But was there even a person left inside someone like Tanzanite or Ares to kill?
Europa sighed heavily. Senshidom came with its own enormous moral quandaries - quandaries she'd already tried delegating out in search of an answer. While it wasn't as if she was expecting Pasiphae to return with a fully-functional answer at their next meeting, Chibimoon - in her considerable experience with these matters - might be able to provide some insight for the Jovians.
Europa bit her lip. "Would you like to stop by our next meeting?" she asked meekly. "I'd introduce you to the Jovian court... we're working on some things you might find interesting."

The teen was struggling with that idea of not being willing to kill. It was something that her mother had been adamantly against, the taking of a single life, but you had to understand one simple fact. Tanzanite, Ares, all of those that had sold themselves so fully to Chaos...they had no lives. Usagi had never crossed that line into darkness to understand that when you gave your soul to the darkness there was nothing left for you to live for. Only once had Black Lady gone so deep into the darkness that it had taken the power of two Silver Crystals to pull her back from that edge.
That was something they did not have in this time and place, nor something she would have ever advocated the use of. After all, hadn't she slipped back into those same dark shoes a second time? The potential was always there once you had crossed a certain line. Tanzanite had crossed it, as had Beryl and Ares. They had to be destroyed.
Biting her lip, she shook her head. "It takes a crystal to get rid of Chaos. A princess, prince..." Hesitation and sadness sounded in her voice. "If I was strong like mama I could. But I am not strong yet. I would maybe hurt more than help if I got a try." It was her personal failure. Chibimoon never had, and at this rate she despaired of ever gaining, control over her crystal. It also was sadly not something that could truly be taught.
"But we have Cosmos. She is strong." The invitation came as a surprise, the pleasure of it lighting up the princess' face. "Yes! I would very much like that!" An invitation meant that there was at least a modicum of trust. Coralie would not have wanted Europa to force her team to trust and follow Chibimoon into the fray. She didn't want anyone behind her that didn't want to be there.
"We will find a thing to do. Ares can maybe just go back where she came from. Tanzanite maybe can be sealed? It is worth a talk. A try."

Europa knew a prince. She'd had a whole conversation with Castor recently in which he hadn't even bothered to mention that his special, shiny crystal was the cure for corruption - all he'd done was b***h about not knowing how to use his powers, and having the strength to nuke all of Destiny City. Talk like that didn't exactly make him her first choice for Leader of All The Senshi, Always - gifted with power beyond your wildest dreams and you didn't even bother to figure out what you could do with it!
"I'm going to have to talk to Castor," she said, setting her mouth into a hard line. Which made, what, twice in the last month? Willingly? There had been a time not so long ago when that was more contact than she wanted to have with Castor in an entire year. Blame maturity - and probably the selfish fact that Castor had his hands on something Europa desperately wanted to know more about, especially if it could do what Chibimoon said it did!
Mention of Cosmos soured her mood a little. Now, Europa had heard all sorts of wonderful things about Cosmos... but she sort of doubted that the mysterious senshi was as strong or well intentioned as everyone kept emphasizing. "If Cosmos is so strong," she asked, pained, "Why are we losing? Why does the Negaverse always make us run? Why does Chaos have Tanzanite and Ares and they always get the drop on us because don't think for a second that anyone's forgotten Elysion?"
Maybe Cosmos was another false prophet. That hadn't occurred to Europa before; she'd been so focused on Chibimoon, but Chibimoon was so earnest that her honesty was obvious. "If Cosmos is so strong," Europa asked raggedly, "Why did I have to lie to my parents about what happened to Leto?"
Because, really, that was what it all seemed to boil down to lately. "If I knew how, I'd put Ares back where she came from myself."
It was bold. It was also probably a lie.

That was always the problem and the catch wasn't it? Someone had enough power to do one thing so someone automatically assumed all they had to do was expend enough of that power and it could solve all of their problems. It very probably could solve all of their problems but with all such things there was a terrible, horrible catch. A spate of frustrated Japanese came flying out of her mouth, the explanation in quick, perfect terms...if only Europa had understood. Tilting her lips with a little quiver of laughter, Chibimoon shook her head. "That is why." Like the Senshi of the Deep had understood and it was all okay now.
Taking a deep breath the girl leaned back against the railing and looked up at the stars. "The universe." A hand pointed up at the stars, the moon, waving vaguely at everything around them, above them, the pair of senshi themselves. "There has to be good and bad or things do not work right. If there is too much good there comes a very big bad to make it even. We cannot stop it we just have to...keep it in." Her fingers made what looked like a cage, glancing over to Europa to make sure she understood.
"You can get rid of some bad. A lot of bad like the Negaverse. But the big bad? You cannot kill it forever. Just keep it in a place where it cannot hurt anyone. Better than killing this way." There was a long internal debate where they stood in silence and when Chibi spoke again, it was with a great deal of reluctance.
"We have power. Cosmos, Castor, Chronos. Me." Fingers came to rest over her heart, thinking of the power of the Moon that slept inside of her and what it could do. "But it is not all good. We could kill all the bad....but all the good at the same time. If we used all of our power it would remove all life on this planet. That is not a thing we will ever do so you have to be strong too." Turning abruptly she looked out at the city, eyes skimming over every little light. "We cannot put out the light because when we do all that is left is dark." It was incredibly profound for a sixteen year old girl.
"I am sorry if you do not understand."

Europa mulled it over for a while, both trying to work out exactly what Chibimoon meant in her less-than-perfect English and also trying to keep her swelling rage in check. Balance. Balance, Europa could understand, but that didn't mean she thought what was happening right now was balanced. All she had seen since the start of the war had been the Negaverse besting the senshi at every turn. They'd broken into Elysion, stolen and twisted countless senshi, and now Chaos had wrapped its tendrils around the Dark Mirror.
She held out her hands, palm up and at roughly equal height. "So it's like a cosmic see-saw?" she asked, gesturing with her right hand - "us" - and her left - "them?"
The tremor had crept back into her voice. "Princess," stammered Europa, "If you can explain to me, because I'm not sure I understand - is there something coming, or have I just completely missed some massive victory by the senshi? Because I have trouble believing that one prince and one redeemed general are enough of a trade for Tanzanite, and Ares, and countless corrupted senshi and stolen civilian lives."
She was dangerously close to breaking into tears again, at the mention of corrupted senshi. Leto's betrayal was still a fresh wound - perhaps it would always be a fresh wound, a curse scar that wept and wept but never scabbed and healed. "I understand that evil can never be fully eliminated, that dreaming of utopia is a waste of time- but that doesn't mean we can't fight back, fiercer and more compassionate than they could ever imagine."
Europa swallowed the growing knot in her throat, not sure if it was rage or sadness or some strange kind of passion that she felt now. There was a warmth in her sinuses and her chest that she couldn't properly identify in her mixed-up emotional state. "Because you're telling me balance," stated the senshi of the deep, looking down at her trembling but evenly-held hands. "That we need to be here. But what I see-"
One hand shot up. The other shot down.
"I see this."

It was so hard to cut through the bitterness to the core of everything wasn't it? The princess had tried so many times to shear off her own to find something worth believing in, something worth fighting for, returning every night to the memories and dreams of her own utopian childhood as her cause. She had to find out what had gone wrong and fix it because she was the only one left from that time and place that could understand it was possible to win. Cosmos had memories of a time when it had worked but Chibimoon had grown up with it, lived it, been nurtured in it.
She did not have all the answers and, thankfully, no one could say that she was pretending to have all of the answers. The candy-haired senshi could only share what she had, hope for the best, and perhaps take pressure off of those few people with enough power to destroy a planet before they were forced to use it by panicked teenagers.
"Dreaming is not a waste. I am princess of utopia -- Crystal Tokyo. We had long peace, almost no war, my mama and papa kept us all safe." There was a soft look in Chibimoon's eyes before they came down flat and hard. "We had too much good. So a very bad thing came and killed Sailor Moon and senshi before she could make utopia. I should not be alive." A bit selfish to do, and perhaps a bit vain, but one of the girl's own hands nudged Europa's up a bit so the two were just a hair closer together.
"There are many many senshi. Many more than all of them." Another nudge. "They have Tanzanite and Ares but we have Castor, Cosmos, Chronos, all of the Eternals like you with so much power." Another nudge up. "If there is time, if we are good and live long enough to do it, we can kill them. Kill Tanzanite. Kill Ares. Kill Beryl." That evened out the hands so that the pair were standing with Europa's palms even and Chibimoon's hands lightly on her wrists to hold them there.
"Then we work our way down. Generals we bring to us." The senshi hand was raised higher. "Captains and Lieutenants we make pure." Higher and higher. "Then all that is left is Chaos. We trap it, we lock it away, we win. But only for now." Releasing the Eternal senshi her own eyes burned with an awful truth she was not going to share. Not yet.
Because even if they eliminated the Negaverse, more Chaos could come. Already the rumors of what had gone wrong with Ares had her worrying so very much that another form of Chaos had gotten to the parallel because there were so many people doing good. "It will not be fair ever that they took your cousin. But we will take her back and make them know we will not give up. Ever." She smiled, hope and innocence in that whole look. "We will always win."

Europa's hands trembled under Chibimoon's fingertips. The princess's informed optimism was reassuring, even enough to bolster Europa's shattered confidence. "You should come to our meeting and see what my team is working on," she nodded delicately. "And-"
Europa gently tugged one of her hands away from Chibimoon's grip and swiped it across her damp cheek. "I'm sorry. I'm sorry, I'm sorry, I'm a mess-"
It was all promising talk, planning to kill Ares and Tanzanite and Beryl. Except that Europa didn't think she could kill, didn't think she could ever be that cruel - wouldn't wanton cruelty just make them like the Blood Moon Court? Europa pushed hair away from her face, tucking it behind her ears as she continued to sniffle. "I should go home," she admitted. "I've been so weepy and weak, it's not like me at all-"
Except she knew it was. When the going got tough, Europa wanted to crawl under her covers and pretend nothing was wrong. Running crying to the princess was hardly any different from that. But it was time to be businesslike, time to stay on topic. She'd come here to talk about the war, to force herself to do work and get over her tears. The very least Europa could do was save face and finish this meeting on topic. "If I'm going to lead my team to fight Chaos," she stammered, "I need to know we aren't fighting alone. I need to know that you and Castor and Chronos and Cosmos - that you're fighting the same war as us."
The time for charging off in the wrong direction and fighting for causes no one else cared about was long past. Right now, Europa craved solidarity.
