Of course you can save images as .gif in Photoshop~
Just go to the "View" menu at the top, and check the "Animation" part, and you'll see a new setup on the bottom of the screen, which allows animation.
Of course, it requires some basic knowledge to get it to run smoothly, but like the previous poster mentioned, there are TONS of videos on YouTube.
Otherwise, you could always Google it. <3
