The egg move Wish is pretty much mandatory on a competitive Umbreon as it's a solid healing option, not only for Umbreon, but also anyone else on the team. Most Umbreon generally run a set similar to this:
~ Curse
~ Wish
~ Payback
~ Protect

Since Umbreon has a higher Special Defensive bulk, Curse increases Umbreon's lower Defensive stat, Wish for healing and general survivability, Protect if used the turn after Wish guarantees that Umbreon does get the heal from Wish, and Payback is a hard hitting STAB attack due to Curse increasing the Attack stat, as well as lowering Umbreon's Speed so that Payback's base power is 100 and not 50. It's a generally nasty combination. pirate

So what Pokemon that have wish this Gen could I breed with my umbreon so that wish would be an egg move?

Rest is really only good for 1 heal with a Chesto Berry (maybe two if Umbreon can stay in and take a free switch from an Enemy counter who will in turn take advantage to setup or just get free hits off of the sleeping Pokemon (all assuming you dont just switch, in which case, Umbreon then becomes a sac switch-in for the rest of the game with the loss of the curse boosts). And you do realize that offensively, Payback should be enough to take care of Rock Pokemon after a few Curse setups, whatnot of being a powerful STAB attack against a neutral defensive typing and all. At least, that's just my experience with using Rest on anything that isn't running Hydration in the rain or the very gimmicky Sleep Talker.

in successful battles umbre can take a couple hits, wake up, knockout the opponent, possibly take out another pokemon, then rest and repeat. i usually save him for last and when it comes down to it has reverse sweeped for me on several occassions.

...as long as they arnt running their own stat raisers...

Unfortunately, most battles (75% average) are hardly ever that ideal against people who know what they are doing competitively.

Smeargle would be needed for Curse and Wish together on a single moveset. It's just one of those crazy benefits to being in the Ground egg group.
