The Crew and I have decided a few changes will be made to jutsu learning caps etc... and as such we are making the following changes for all approved RPCs and RPCs submitted in the future:
1. All RPCs can now learn as many E-rank techniques as they wish and can ignore all E-rank learning caps. You still need to train the jutsu, but you can have as many of them as you want (so long as you have the appropriate element(s).
Additionally, all RPCs can auto-learn 2 E-rank elemental techniques and 1 additional E-rank Universal technique (aside from Henge no jutsu, whcih you already have) on character creation.
...and...
2. That every RPC will be allowed 2 Signature Jutsu (up to A-rank only) which will not count towards your normal ninjutsu totals. A Signature move can be dropped and made public to make room for another signature move, but ONLY if the user has an open slot for that former Signature move to fall into. (An additional 5 post requirement for learning the next signature move will be imposed to dissuade users from constantly making and dropping 'signature' moves).
Such jutsu will still need to be applied for as customs, but must be marked in the application as 'Signature Jutsu' and be approved before you can use it. specific scrutiny will be given to these submissions... you have been warned. (Note also, you cannot learn a Signature jutsu for a higher rank of a jutsu that you do not know. Multi-rank jutsu will also be highly frowned upon)
