Little Red Riding Hood inspired would be cute, I think. :[a
Collar -- Maybe something like a short cape/capelet with a hood attached? Or just a capelet and save the hood for an upgrade, even!
Bow -- Def bows. Chest and butt. Regular senshi bows are fine with me, unless the artists has any other ideas!
Bodice -- Regular bodice is fine. No cincher overlay like in the ref pic. That can be saved for a later upgrade, maybe.
Sleeves -- Maybe sleeveless. Or something puffy and lacy. :[a
Brooch -- The only thing I can think to do here is some kind of leaf-y design, or have it shaped like a cornucopia.
Bottoms -- Skirt. Not too short, but not to her knees either. Child appropriate, but without the froofy under-layer in the ref pic above. Maaaaybe with the Little Red Riding Hood checkered pattern? Idk how that would look. Definitely with some sort of a cute little apron over top of it, though, I think.
Tiara -- A wreath would be nice, I think, with leaves and berries. Examples:

Shoes -- Sparkly heels (not too high, she
is just a kid, but still a noticeable enough heel), like
these, only in bronze. But definitely sparkly, if that can be managed.
Gloves -- Short, with some sort of a bow or ruffle at the wrist. Like
this or
this, perhaps.
Accessories --
White, ruffled socks.
Attacks: Sailor Scout Attack: Touch of Plenty!Perdita's magic collects in her palms, appearing as a golden glow. Inanimate objects she then touches with the palms of her hands double to create two of the same object. Got a trashcan lid you want to use as a shield, or a decent sized rock, branch, or a bottle lying around you want to use to defend yourself? Now there are two! The attack works only if the objects are touched with her palms, and it will not work on people and/or animals or legit weapons of any kind, nor will it work on anything excessively large. Handheld objects are about the extent of what Perdita can manage. Branches, rocks, bottles, trash cans, and anything else that might be lying around, however, is fair game. The attack can be used to distract, clutter, barricade, or fight depending on the surroundings/situation and the objects available.
She can double up to 1 inanimate object per use, and she can use this attack three times in battle. The magical copies
can remain for up to a minute if she doesn't use them, but they will disappear into a cloud of sparkly dust if they sustain noticeable damage. So if she doubles a stick and hits someone with it, it'll hit them, but then it goes poof! and disappears.
Super Sailor Scout Attack: Abundant Touch!Just as in her first attack, Perdita is again able to create doubles of inanimate objects. Her magic collects in the palms of her hands, creating a shimmering, golden glow. As was the case last time, she
must touch the object she wishes to duplicate with one of her palms. It does not work on people, animals, or legitimate weapons, but everything else around her that is handheld is still fair game.
She can, however, now duplicate up to 2 inanimate objects per attack, and she can use this attack three times. Again, the magical copies can remain for up to a minute, but they will disappear into a cloud of sparkly dust before that if and when they sustain noticeable damage.
Eternal Sailor Attack: Land of Plenty!Perdita’s final attack can literally result in a cascade of duplicates. She can touch and duplicate up to four inanimate objects on her own per use. Now, however, the duplicates are magically enhanced. When other people (enemy or ally) touch the duplicates, they duplicate again instead of disappearing. If those copies are then touched, they also double—and so on, so forth. The copies eventually disappear about 30 seconds after popping into existence. More often than not, the attack would be used to surround, barricade, and/or engulf an enemy or otherwise cause enough of a hindrance to allow for escape.
Perdita would normally only be able to perform this attack once, though twice would be possible if absolutely necessary. It would simply cost her more energy. She herself can only duplicate four objects. They only double again if and when they’re grazed/touched/etc. by someone else. As with her previous two attacks, her magic only works on inanimate, handheld objects (not on people, animals, or legit weapons).
