Fav. Food: Andrey loves complex, interesting mixes of flavors in a way that some would not expect. While some would assume she'd enjoy the comes-in-a-can beer and burger that many of her comrades on the force partake in, she would much rather dine exotically. She prefers full-flavor foods and eats entirely organically.

Hated Food: Red meat, fast food or processed food. Andrey views her body as a tool, and she takes very good care of her tools. She considers eating 'junk' irresponsible.

School: Andrey is an adult who no longer attends school, however, she received her GED at 17 before enlisting in the military. After her short tour, she promptly joined DCPD and served her tenure before joining the SWAT [Special Weapons and Tactics] and, by association, the JTTF [Joint Terrorist Task Force] divisions.

People Watching: Possibly one of the only people on the earth that doesn't use an iPod, or mp3 player, Andrey is far more likely to simply watch the people around her, absorbed in their own little worlds. Body language is extremely important in her job, and she practices awareness as often as possible.

Outdoors Recreation: Andrey lives for the increase of her heart-rate. She pushes her body, and therefore enjoys most 'adventure' sports. Despite working well with others, she is not a traditional 'team player,' and avoids team sports, like basketball or volleyball. Instead, you can find her hitting the trails with a mountain bike, or rock-climbing. Often, she uses her vacation time to take long camping trips, occasionally with her team members.

Training: In a similar vein, she frequently trains to keep her skills up to date, a requirement for all officers, particularly those in her specialty fields. A large amount of her 'free time' is spent on training, including scenario drills, defensive tactics, marksmanship, first aid, etc.

Cooking: Anything that Andrey really enjoys, she wants to master. She also is quite frugal. Those traits combined have made her into quite the chef, and the majority of the books in her home are either on wilderness survival, training manuals, or cook books. She enjoys puzzles, and likes combining ingredients to create something better. In the same way that she puts together a team, on the job, she puts together a meal.

Map Modification: Andrey keeps detailed records of the places and things she's seen in Destiny City in the surrounding area. One way she does this is to regularly take maps of different sections of the city and highlight and mark them to reflect crime traffic, the types of people in the area, and strange occurrences. In a more casual sense, she also keeps maps of the areas she's camped, and what she's found there [ex: marking a particularly good spot, or a crowded beach to avoid].

Blood Donor: Approximately every two months, an individual is again eligible to donate blood. As a near universal donor due to blood type, Andrey stops by the blood bank like clockwork, and expects members of her patrol to do so at least twice a year.

Virtues:

I Can Use That: Andrey is calculating. While some view the term in a negative light, she uses it to her advantage. This woman observes everything she can, storing it in her mind for later use. This also serves to make her somewhat diplomatic, keeping her mouth shut when she should, and stepping up when it will help her. If it doesn't cross her own code of conduct, she will do what she can to help her causes. An opportunist.

I Can Do That: Despite her flaws, Andrey does not have idle hands. If you are working on something, and she is capable at it, expect her to lend a hand and assist you. Don't, however, expect praise or a team high-five after it's done. It's nothing personal, just a task to be completed. Still, she won't do something for you, that you are perfectly able to, yourself.

I Won't Stop/You Have My Word: If there was one word to describe Andrey, it would be 'steel'. From the color of her eyes, to the strength of her mind, this girl is rock solid. If she takes on a task, she will keep working on it, even to the detriment of her own well-being. It's this virtue that has gotten her to where she is in life - Rising to the top. In conjunction with her iron will, is her own code of honor. Andrey says she will do something, and then she does it. Something that citizens, criminals, and her co-workers appreciate, they know that getting a commitment from her is even better than signing a contract.

Flaws:

I Should Care... Why?: Andrey has a problem. She lacks empathy. She expects everyone to work as hard as she does, and has a distance from the softer side of humanity. If you want time off to attend your cousin's wedding, don't b***h to her about it. She lacks social grace, and will not laugh at something she doesn't find amusing, stares at the awkward, and there's a rumor that she wouldn't know flirting if someone hit her in the face with it. An efficient machine, Andrey has trouble with 'small talk'. Trouble, as in... She doesn't even try. This is a woman that has professional success... And little else.

Nothing to See, Here: Confident in her abilities and job, Andrey is immediately out of her element when approached in a complimentary fashion. She actively avoids the spotlight, staying out of press releases and television interviews. Unless required, she will not attend an awards ceremony, and becomes instantly uncomfortable when scrutinized. When remarked on as an individual, she often acts as if it didn't even occur. [Comfortable: "Good shooting, Carver." "Thank you, sir." / Uncomfortable: "What are you doing after work." "...." ]

That Doesn't Bother Me: A flaw with the potential to be exploited, but Andrey does not particularly care if someone is a 'nice' or 'good' person, or not, as long as they fall in line with her expectations of behavior and professionalism. If they break that, it doesn't matter how sweet they are. This means that you can be a married man that cheats on your wife, but if you show up and get your missions done, she doesn't care about your personal life.

Because of this, many wouldn't consider Andrey a good person, which may very well be true. She certainly isn't a nice, or friendly one. Andrey has been known to make unpopular decisions, focusing on the strength of her task force, rather than the quality of their character, which has led to resentment. Those of high moral fiber often find this aspect of her personality worth condemning.

PHYSICAL DESCRIPTION

Eyes: Slate grey, and serious, these are the eyes of a calculating, deadly individual, not the girl next door. Andrey is always watching, and always means business. Unsurprisingly, they are generally cold, rather than heated with emotion.

Hair: Black, and down to her shoulder blades. Regularly secured in a loose bun at the nape of her neck.

Face: While Andrey has elegant, spanish features, full lips and a longer nose, her beauty is obscured by large, spider-webbing scaring that covers the left half of her face, from cheekbone down to the edge of her mouth and jaw. Lightly tanned skin.

Clothes: Since drawing her in her SWAT gear would be a real effort, which I plan to do as Alt. Art, we'll go with her investigative clothes, or casual clothing.

A pair of fitted slacks, button-up shirt, belt, shined boots and gloves, all in dark shades, with a holstered gun, badge on her hip, and one cuff case on the back of the belt.

It should be noted that Carver is left-handed, so her lethal weapons should be on that side.

ADDITIONAL INFORMATION

Themes: Blinding - Florence and the Machine

Family/Background: Andrey grew up in the foster system, jumping from home to home until she became emancipated at 16, gained her GED, and began community college. From there, it was a simple choice between the military or the police academy, and she went with the former, only to join the latter in a few years.

Though she doesn't discuss it, it's in her file that her biological father was abusive, and smashed her face into a glass coffee table at the age of 7, resulting in the facial scarring left today.

She has one older sister, Rachel, five years her senior, who reported the incident to the police. Due to their large age gap, the two didn't end up in the same homes, though Rachel made an effort to stay in contact. When she graduated high school, she received a scholarship to an out-of-state college, and accepted it. Now a successful lawyer in Destiny City, she often attempts to connect with her younger, more stoic sibling, but finds it far from easy.

Her father is now deceased, a casualty during an incident between inmates during a mealtime.

Note: SHOULD ANDREY BE APPROVED, there will be a separate plot area JUST for DCPD SWAT information, just like any player 'team', rather than lumped in with Andrey's personal plots.

DCPD General Information: I'm not running for police chief of Destiny City, and since this is actually a small, specialized force of the a very large police force, I can't say much about that! It's all up to the GMs, since that character is most definitely an NPC. SWAT Team Leaders often do not hold rank, outside of their assigned function [aka: you could run the SWAT Team, but just be a regular patrol officer, in the police department].

DCPD SWAT Teams: About 90% of cities with a population over 50,000 have SWAT teams, and 70% of those smaller do, as well, so it only makes sense that DCPD has an underplayed resource, as well, with which to protect its civilians. There are multiple SWAT Teams in the SWAT Force, however, they often respond together.

These are groups of specially trained police officers, who are no longer regular police officers, due to the frequency of terrorist attacks in Destiny City, along with regular crime. Most SWAT team members volunteer themselves to be signed up, and if they pass the rigorous testing, must go through approximately 2,000 hours of training with their team to go out on the streets. Most officers must go through several years of regular policework, first, since they have to show the ability to go above and beyond their daily duties.

Situations that call upon SWAT are typically as follows:
A high-risk warrant - For arrests where the subject is most likely to be armed, the police will usually contact a SWAT unit to serve the warrant.
A hostage situation - SWAT team snipers are trained to take out an attacker who is holding a hostage in the event that negotiations break down.
A barricade situation - Criminals barricaded inside buildings with weapons, that may be firing out into a crowd or the police, can look forward to a strong offensive assault by SWAT members.
A high-risk person - Escort services for those that may be assassinated.
An armed terrorist attack
A riot - SWAT members are often trained for specialized, non-lethal weapons that the average officer is not, such as beanbag guns. They also have extensive training in crowd-control.

Training: The training is downright grueling. It's also never complete. After becoming a member of a SWAT team, your character can expect to spend upwards of 30 hours a month running additional training.

Training includes:
-Physical fitness: Long Distance Runs [often with Body Armor], weight training, push-ups/sit-ups, obstacle courses for agility, team building exercises.
-Marksmanship: You're expected to be a shooting expert, even to becoming a firearm trainer yourself, with various weapons.
-Practice Scenarios: These include live drills of various situations that one may encounter on a SWAT team.
-Specialized Training: Often, members of a team will have a skill that the others do not, and while all SWAT members get training in each of those skills, there is no denying the strength of having an expert. These include hostage negotiation, explosives, snipers, and surveillance.

Tactics: Despite portrayal of SWAT Teams as a violent solution, their primary tactics include intimidating and confusing criminals into compliance. They hit hard and fast to subdue the threat as efficiently as possible, and would rather incapacitate than kill. A primary goal of any encounter is to reduce needless casualties and harm, of the public, the officers, and the criminals themselves.

Roughly 90 percent of all SWAT call-outs end without the SWAT team firing a single shot.

Once a mission is carried out, the paperwork is completed, and they table-top discuss the situation to see how it could have gone better.

OOC Information: The idea behind this character concept, and the additional DCPD concepts are to provide an IC realism to Destiny City. There should be an organized force of authority that is looking to shut down the 'terrorists' beyond just casual mentions in RP when it's convenient. There should be someone for civilians to report their crimes to, and characters making their own databases of terrorist sightings.

This also provides an even larger avenue for civilian play, as with this character, and the ones that come after, we can interview victims, follow up on attacks, and make life a little more difficult for the average powered individual.

To have the group suddenly have a more active role, it can be said that in light of recent events, the city has decided to make the roles of SWAT team members, who originally also carried out regular police functions, now restricted to their specialized roles. In effect, DCPD now has a 24-7 SWAT force to respond to the increased terrorist attacks, and to hunt down the citizens who have now gone missing.

Though the group would start small, I'm not looking to take away roles from other players, or minimize their ability to play characters they want. DCPD officer roles are still available to any character that's of legal age to join, despite SWAT being a specialized team. Additionally, just because one SWAT Team Character arrives to a SWAT situation, and someone else's SWAT Character arrives, does not mean that they're their boss because they're own role, they may very well be part of a different team! I'd love to work with GMs on making this into a reality for Moonshop!

ON THE CIVILIAN:

Our general rule of thumb tends to be to not write characters at the top of a food chain -- ie, no one plays the mayor of DC, the head of DCNN, the director of the emergency room at Destiny Memorial, etc. -- because it can sometimes get sticky/restrictive for other players. For this reason, I think it might be a good idea to make Andrey a prominent member of the 'terrorist' POP, but perhaps not the ultimate leader of this task force. If you get this character, it could definitely be a plot point (perhaps one that you propose officially to the GMs, even) that Andrey ends up rising to be the head of it, but we typically don't like to just assume that when a character is originally created, if that makes sense. So Andrey can still be the bad-a**, on-her-way-to-the-top cop that you have written, but my recommendation would be not to have her already in such a position of power.

Her hobbies are solid, as are her virtues/flaws. It works!

ON THE KNIGHT:

The GMs made a bit of an assumption that we did not clarify to the playerbase very well, and we are working on rectifying it ASAP. So this is our fault! Right now, Yaaru's weapon is too modern. Negas are the ones who start with a random day-to-day object that evolves into a bad a** weapon, but Knights are souls who inherit a classic, timeless instrument that has been passed down from Knight to Knight for eternity. For this reason, the flashlight --> police baton growth doesn't work for her Knight persona because it feels too similar to a Nega evolution. I would recommend trying to redefine the weapon to fit the Arabic/nomadic theme when you go to revise (such as the torch idea you mention in your notes), or switch Yaaru to a planet like Mercury that has more of a techie flare.

The aesthetic of Uranus is nomadic/gypsy-like and Arabian so you won't see belts and buckles so much as you might see gypsy pants, sashs, and other elements of a desert culture. I'm not terribly good at visuals, but from reading your description, Yaaru sounds a bit more like a Pluto Knight in terms of design than a Uranus one. Linking some images might help. I might just be misundertanding, honestly.

As for the power, Uranus is all about air, speed, and bravery. I don't think the illumination/blinding attack fits under that power set. It would be more akin to a "judgement" attack from Mars or a "watchers" attack from Saturn. If you want to stick with it, I would just make sure you tilt it in such a way that it really fits under the umbrella of Uranus (with more of a bravery focus maybe), or perhaps hop her concept over to another planet. Up to you!

This concept has a really strong start, and if I can clarify anything, please let me know.

First off - Thanks for the crit, Akina!

I think a little clarification is in order, on police ranks. I am completely willing to accomodate any sort of shop canon y'all would like, but I do feel like I should stress that I'm not looking to play some over-powered/hyped civillian.

Sergeants are rather common, and are more of a 'squad leader' than a top of the food chain situation.

It would go, loosely

Officer/Detective > Sergeant > Lieutenant > Captain > Major > Colonel/Inspector/Commander > Deputy Chief > Chief.

As you can see, she's no where near the top in the food chain, and there would be several lieutenants, sergeants, and captains on duty at a time. In a city as large as DC, sergeants simply add as 'team leaders/paper work filers' of groups of officers, generally those in your district/patrol area, and usually only 4-10 officers. The only reason I put her as that, rather than a plain ol' patrol officer, is that she's probably 'doing something wrong' if she hasn't received at least one promotion in the seven odd years she's been a police officer.

As for the KNIGHT portion, I'll get on reworking that, ASAP, and try to figure out which will be swapped, the Planet, or the Concept. <3

I think it's totally understandable that she is a sergeant! I was saying that I don't think she should be THE sergeant that heads up the entire task force for what is probably going to be the most significant police force related to our canon. Sorry I was unclear there. That is what I meant by writing her at the top. But if being the head is not that big of deal -- ie, she isn't going to forever be the automatic boss of any other cops who might come in and want their character to also be working closely with the terrorist issue of DC -- then I think it's fine. If she WOULD automatically be their boss, then I think you should qualify her job to say that she is a leader on that specific POP but not THE leader.

Granted, this was something that you are designing, and so we definitely want to give you the ability to structure it! I think it's absolutely fabulous that you have additional police knowledge that could really step up our IC setup if you manage to nab Andrey. We just don't want future players or any of the existing cops to feel restricted or less important because you create this terrorist-specific task force when they might not have realized such a thing existed -- but at the same time, I don't want to clip your wings just because you were the one who had this really good idea. Basically, I'm looking for a happy medium between you getting to design this great idea for the POP without it feeling too restrictive to other cops and/or future cops.

I hope that makes more sense! But yeah, it is 100% AOK that she is a sergeant!

That makes entirely more sense to me, thank you for clarifying! And no, that's absolutely not what I had intended, either! When I write the revamp for this, I'll add in a separate post just for DCPD, to put down structuring/purpose and how it would end up being played out, so that y'all can see exactly what I'm thinking, and modify it as you see fit. The goal, for me, is to add a bit of realistic structure to the game world, in a way that can open up the possibility of a new type of play for others, and also provide a 'connecting' point for any other police-type characters [and those that want to play with them!]. It might be fun to be like 'we're going to have a battle in this part of town, oh, blahblah's character totally has a beat here, maybe we want to let them know about it!'.

In all likelihood, a Lieutenant would be in charge of the POP units, and then they would simply be assigned 'beats' to cover in town, which different Sergeants would handle while on duty. So, while Andrey might have a few officers in whatever part of town, during the graveyard shift, a different sergeant could be running that section during the daytime.

The role of the average sergeant [in a large city], is to arrive for backup if an officer needs it, to show up on the scene if there is a 'use of force', and to make sure that officer's finish their reports, etc, and submit paperwork to lieutenants. They'd be like, 'shift supervisors', of which there are many, that report to assistant managers, of which there are a few, that report to managers.

So while, yes, a starting cop involved in the POP would be below her in rank, chances are, they're below a lot of people, and Andrey being a sergeant in no way stops another player from also having their character be a sergeant [or any other rank y'all approve!]. Nor would I be butthurt about it. ;D To be completely honest, Andrey would have a hard time moving up much farther, because she's a bit of a cold b***h, and after the point of lieutenant, most promotions are done by recommendation/chief's preference, rather than training scores and 'time served'.

Mars was the original planet I'd had Yaaru focused on, but I got caught up on the Wonder, I think.

On the weapon, I was wonder if it would be possible to have it become less and less modern, as it became more epic? It would symbolize Andrey's journey from adjusting from civilian, practical police officer, to Yaaru, a magical Knight, and also provide her with something low-key, and familiar to start.

Edit: AND FURTHERMORE

I have a note in Yaaru's soon to be tweaked design, about covering up Andrey's facial scarring. I know that hair/eye color etc doesn't change when one powers up, but would the scarring still be noticeable/recognizable? AKA would she have it in civillian art, but not her powered form, or, is the mask/hood appropriate?

Scars don't go away upon powering up, but everyone who has a powered up persona in the shop beneficit from henshin magic. That is, once they're in their sailor/negaverse/knight form, no one can recognize them. So even if Yaaru has the exact same scarring as Andrey, no one will be able to connect the dots and say that they're the same person unless she reveals it by powering up or down in front of them.

You could keep the mask/hood idea if you like it, but she doesn't need to hide her scar to protect her identity - the magic will do that for her

I knew that, in actuality, it wouldn't go away, but I wasn't sure if it'd actually appear on the henshined art, or be 'visible' at all ICly, vs It being there, visibly, but other simply wouldn't be able to recognize it as uniquely Andrey's. Thanks for the clarification. <3

HAY GUYS. I've cut out the Yaaru portion of Andrey's quest, not because I don't like it, but because I want to focus on her civvie and DCPD development in shop for a long time before setting her up for possible Knighthood [might just keep her a civillian, even!].

SO THAT'S REMOVED, and although I've gotten a loose ok on her personality, I'll be throwing up a lot more on my concepts for her unit and ideas for DCPD plots! YAY.
