What lvl should Kababra be evolved? Because I understand he or she evolves by trade..

It can be evolved at any time you wish so long as it's in it's Kadabra stage. If you're worried about it not being able to learn any skills after it evolves, don't worry, it can still learn all the skills as if it were still Kadabra, just a level or 2 later than usual.
