I found her in a weird glitch where everything disappeared and she popped up.

Looks like a...oh what's it called, oh yeah, Tranquility Lane resident. Maybe some kind of weird glitch that saw her wandering around outside that environment. Haven't heard about it, fun though.

New Vegas seems to set a new bar for glitches though, ever seen the Doc Mitchell head-spinning floating act?
