Q: Are there restrictions on the Titans we can start with(besides the 3 per starter limit)
A: Yes.
You may not pick any of the Legendary Titans.
Behemoth
Tao
Arachnos
Overlos
Hentrugan
Other than that, have at it!
Just know that the Organization typically uses Enforcers, Mind Drones, and Red Caps with maybe one or two Titans that aren't distributed to most Suits.

Yes and no. It actually got to the point where if you weren't paying attention you would have thought the first mission actually involved sightings of OMLETS. it was kinda weird.
