Please, before posting a user-run contest for sacks won from breedings, quote me and quote the other parent in your pairing in this thread with the following form:

I will 99.99999% of the time tell you to go ahead and get posting via a quote/reply in this thread. This is meant solely to prevent too many contests from clogging up this forum at the same time, and to schedule them so that all contests get an equal viewing and amount of attention.
Also note that if you want to do something short, roughly 24 hours or less, and in the main thread instead of its own thread in the guild, I will likely give you permission to do that even if something's already going on in the guild.

Some people who have asked about babysack contests have already been told this, but with the new enthusiasm regarding tribes, any contest held in a tribe thread for babies will be exempt from having to wait in line for official permission.
If you want to take babies [or semis...or pets...] and make them part of a contest for people to join your tribe, whether as full members or 'wandering' members, or to otherwise enhance your tribe in some way, you only need to get permission from the owner of the tribe. Other than that, post these contests in your tribe threads whenever you'd like. Don't worry about PMing blue unless you're going to be holding a contest in the main forum of the guild.
Now, please don't abuse this. Only do this if you specifically are tying your giveaways to the tribe in question / have a reason for it to be there. And have fun!
