Any ideas folks? I was thinking of having different factions for humans, but idk. What do you have, Kazzy?

Each town will have their own faction of a group called H.E.R.O.E.S.
Humans
Everywhere
Respecting
Order
Eliminating
Supernaturals
Each continent will have a certain sect of powers relative to them. America having superheroes, Asia having martial arts, swordsmen, etc. Europe having knights and crusaders and what have you. All Supernatural beings will be seen as hostiles unless stated otherwise. It's HEROES job to eradicate and eliminate anything with supernatural powers. Each branch will have to report a supernatural sighting to the main branch in Washington D.C. which of course I will lead.
I do expect there to be other factions of humans, small groups and communities what have you. But HEROES is the main task force I should say, consider them the closest thing to an Earth shinigami. These are trained soldiers just like the shinigami are, so they should be able to handle their own when it comes to battle.
Officer Rankings
Head. S
Gen. A
Srg. B
Lt. C
Prvt. D
3 main headquarters:
The North American HQ- Washington D.C.
European HQ- Moscow
Asian HQ- Beijing or Tokyo (can't decide... leaning towards Beijing)
Each headquarters will be lead be a Head who is S-rank (Pretty much the So-Taicho of the continent, since I can't be everywhere). There but only a status symbol until things get hectic and they must step in. Of course they have supreme control of the continents branches.
Each city branch will be lead by a General of A-rank. Something akin to a Taicho, they lead that branch.
The Americans will call their members mutants, and have a base in D.C. similar in style to the X-men. (Really do wish it was New York and not Mexico. xD)
The Europeans will call them super-soldiers, the London branch will specialize in espionage like MI6. Russians and everyone else will be the "foot soldiers" in a sense for the Europeans.
The Asians will be in charge of technology, specifically the Tokyo branch. Research development all that jazz.

Though I recommend that the President be SS-ranked, like the rest of the leaders of the races will be xd

If I may make some hopefully helpful suggestions, might I suggest you do it this way?
Since this is a global organization, there should be one planet headquarters, going down into continental headquarters, then down to city. Since this is a military organization, their rank will obviously be VERY important to the chain of command.
Anyway, most of the ranks are okay, but "Head" does not sound very military like. You should change that to "Command". Shift everything up a rank, and make the D rank a "Recruit". After all an E ranked military personal will be extremely useless to this form of military.
What I'm suggesting rank-wise:
SS Rank - Command
S Rank - General
A Rank - Sergent
B Rank - Lieutenant
C Rank - Private
D Rank - Recruit

I think you missed the point. The American base is essentially the planet hq. There are just hq's for different things, like how there are different squads in the Gotei.
I made three continental HQ's because I cannot be everywhere at once. And with the amount of cities there's no way one man can govern all those in between his in continent and two others. I also said that the General are like the Captains, which are usually A-ranked members. Privates being the lowest of the line need to be D-ranked. We're not going to put a trainee(recruit) in battle, that's just foolish so there's really no need for their rank. Besides generally unless they had some kind of formal training outside recruits are privates.
"Head" was just thrown in for lack of an effective leader position name, which I always seem to miss. xD
I suppose Commander works.
Also I didn't know there were SS ranks, hence no SS. But there's really no difference since there are essentially 3 leaders. xD

Well, SS rank is the highest rank. Captains are actually S-rank, the So0Taicho being SS
