Hollows are Minus souls yes.

Or even if these goggles worked similar to "heat vision" so that they could scan a large group of souls and identify the minus's. Since Aizen's army has there own form of Gigai.
At the same time... it seems like most Shinigami can "feel" out for minus souls.

Well.. technically hollow are hollow.. the only type that has been explicitly stated as a minus are menos, but that's just semantics.
So the basic idea is to create x-ray glasses, that can only be used to spot hollow from a distance?

Not really certain.. but for me the purpose is kinda moot, as most shinigami contain the ability to sense hollow from a distance anyways..
But perhaps we can work on some sort of digital hollow radar, that produces images? We shall see. I have two current projects that need to be done first. 3nodding

The cell phone version could be likened to a basic 'ping' style radar. It merely tells the position, and possibly power-level (based on size of the blip), of the hollow in question. What I am talking about, is a more visual option, which would not only show the position on a map, but also the general appearance of the object that is giving off the signal, similar to a holographic tracking device.

That really depends on the method used to create this style of device.. If you use it off of mere signature, then yes. But, if you base it off of multiple feedback waves, which each provide only a portion of the whole, then no. Don't get me wrong, it wouldn't provide a detailed image, we are talking basic, featureless shape here. But a shape nonetheless.
Now, I must resume being a slave to my uncle. Yay.
