The HQ of both Public Security Section 9 who is charged with the protection of the village from internal threats, and Diplomatic Relations Section 6 who's role is to serve as the villages external relation branch, both are headed by Aizen Togusa.
This is one of the few buildings that weren't destroyed by the tremors. As it was built to be as resistant as a HQ should be, it was used as shelter during the tremors by many and after the danger was gone, just a few repairs were needed. It was also the first place to return to business after the village was safe.

 Aizen arrived at the front of the massive building which houseed both deparments. He set Emily down, who odds are just might now be beginning to realize she had even moved. "Welcome to the Agency." he stated as he motioned to the modern building behind him, inside he knew there were hundreds of people working non-stop in that chaotic building he called headquarters.

"I'm giving you a tour, this is Public Security Section 9 and Diplomatic Relations Section 6." he stated as he flashed his badge that granted them both entrance, in the lobby was a massive food court for people on lunch or dinner break, it had just about every food chain known to Rock. He was instantly flooded by various people who needed something or the other approved, he shook them off as he motion Emily to follow him to the elevator.

"10 floors high, and my office is up top." he stated as they rode the elevator to the 10th floor and the door opened, he allowed her out first, at the end of a long white hallway was a single black door, his office, he just like the hallway design for effect. He opened his door and inside were massive bookshelves with enough books to fill a libary, piles upon piles of paperwork, and a bed where he slept." Here take a seat." he motioned to a nearby lounge chair as he went to his coffee pot to brew some coffee.

"Thanks." he said with a smile as he took his cup of coffee, and the proceeded to offer her a cup," Now, the reason I brought you here was to ask you about your intrest in either joining Section 9 or Section 6." he stated as he sipped his coffee. "Public Securty Section 9 handel any terrorist activity around the Earth Country that might endanger either the village or the Daimyo, also we provide for the general civil security of the village by acting as it's police force. Now as for Diplomatic Relations Section 6, we handel the global issues with other villages and attempt to bring out resolutions and compromises before the village is forced to go to war." Aizen ratteled of the responbilitys of each section as if he had known what they had done since birth, " So you intrested?" he asked her with a grin.

Aizen nodded his head," Alright, well if you plan to, your going to be put through the test and I gotta warn you, very few people pass." he said with a grin, but he felt like she would beable to pass. That's when a note arrived via an air tube onto his desk, he opened it and slammed his head on the desk, it was an order he really didn't want...

Aizen just let out a sigh," I'm supposed to head back to the Mist and negotaite terms for a new alliance with them seeing as how are old Kage went rogue..." he stated as he began to pack his bag in post haste," Would you care to join me, you could see what Section 6 does in action if you do." he stated with a smile as he finished packing his bag.
