They don't do much. The high council is made up of one member of the 'Royal Family' or 'Leader' of a few selected groups of people. (But that's so that the characters don't just sit here and collect dust...)
The Council is made up of the following people.
Ella, Queen of the Wasteland.

A portal opened around a group of large throne-like chairs, spitting Ella and Zaire out. Ella sat in the middle chair. "Now we wait for the other members." she grumbled.
Vince walked into the council chamber. He saw Ella and glared at her. "Ella." he hissed.
Ella looked at Vince. "Vince." she replied.
Vince sat on a seat a few chairs away from Ella. "Who's the poor sap we're judging today?"

"Well hello hello! How are we today? Perfect? Great! Now how about we get the judging over with. I have a park to run you know and I can't waste too much time." she said as she pulled out a pocket watch and twirled it around her finger. She laughed hysterically as she sat down in a throne. Her aura was always a happy one and it quickly spread through the room as she felt the anger of Ella and Vince. She put the pocket watch back in her pocket and twirled a strand of her hair as she crossed her legs. She seemed quiet and in thought for a moment before she shrieked loudly and looked at Ella. "We're judging Melrose and Odette! Oh how fun! I just knew Melrose would get herself in trouble one day, but Odette? I guess it seems she is the vampire's partner in crime." she said as she looked over at Vince. She wondered how he would react.

Ella felt the happy aura surround her and couldn't help but smile. She looked at Vince, worried about what he'd do when he heard that his sister was being judged.
Vince smirked from Lucky Lulu's aura. His eyes widened when he heard that Odette was being judged. "What?!" he roared, his cold and angry mood getting rid of the happy aura around the room. "What the hell did Odette do to get herself into this?!"

Has the world gone mad?!" she said as she then thought for a moment. "Oh, wait. Nope, it's just me." she said to try and lighten the mood as she laughed hysterically again.

Nikki walked into the council chamber with a sigh. She had been so happy that their was a judging today. It had gotten her out of being stabbed with needle just so she could have a stupid dress made. Nikki glanced at the other already there and she nodded her head slightly. She took a seat next to Vince and listened to them talk. Everyone seemed shocked that Odette was being judged. Nikki wasn't shocked as much. It wasn't that she didn't like Odette, but she knew that anyone could do something wrong if they chose to. "Every innocent face has a dark side, and every innocent looking person can do bad things as easily as the next person," she said calmly and glanced at Vince, hoping her words wouldn't upset him.

Ella shrugged. "Odette says that she offered her blood to Melrose. Melrose says that she seducted Odette into giving her blood. That's what we're going to judge." She looked at the doors. "Those two should be coming soon."
Vince shook his head, refusing to listen to anything that was said. He glared at Ella. "You must have done this on purpose!" he roared. "You just can't stand what I did to you and decided to take my sister for revenge, didn't you?!"
Ella shot Vince a cold stare. "I already got my revenge." she hissed as she grabbed her necklace. The necklace had a ruby heart on it. "And even if I was still out for revenge, I wouldn't harm your family."

So let's try to get along." she said as she turned back to normal. She twirled a strand of her hair as she thought about Odette and Melrose. One was telling the truth. The other was a dirty liar. Who to choose? Who to choose?

Her mother said it wasn't right for a lady to touch a man without the man's permission but Nikki wasn't a lady, she was a tomboy. "It's okay, Vince. Odette will have a chance to explain what happened," she said.

Which means calm and clear heads." she said as she started to meditate.

"So for now, can you forget about the heart and stop arguing. Try to relax yourself." she said as she took a deep breath. She looked at Nikki and giggled. "Him being a boy has nothing to do with why he's mad. He doesn't have a heart right now so it's hard for him to be nice. Maybe he just doesn't want you touching him." she said before she laughed hysterically again.
