The Tax office is a small one story gray building in gotham. This is where The Tally Man does buisness. People come to the office for help collecting debts. In this office debt isn't money it is the amount of people a person killed or turned in. There is two rooms. the first is a waiting room with 2 chairs and a buzzer. The second room is the office it self. it contains 3 chairs, a desk, a lamp, and a file cabinet. Underneath the desk there is a compartment with a 2 handguns and a shotgun. Behind the cabinet there is a hidden assualt rifle.

Tally Man got there and unlocked the 2nd door to his office. He checked to see if all his guns were there, which they were. Then he sat in his chair and relaxed.

Behind the man stood the Dark Knight. Even if he didn't see him when he entered the room, everyone knows he is an expert escape artist. He grabbed his head and pushed it forward, slamming his head on the front desk. He walked around the desk and sat in front of him. "So your the Tally Man?" He asked in an angered, but suspenseful tone.

He sat back in his chair.
"Yes i'm the Tally Man, whats wrong. Need some help. Some Debts collected."
He laughed.

"What do you do with these people?"He gave a cold blank stare at him, wanting to know what he really does. "Well?"

Then Tally man grabbed the shotgun.
'Now i would like it if you leave."

He nodded his head a bit forming both arms together, closing both hands into one another. In that very instant the shotgun exploded right before anyone got to see it in time. Batman watches as sparks and melted metal go down his hands. "It's a shame that you have to lose your weapon." Batman pitied, "I put explosive gel on your guns before you walked in your office. Now talk!" He unfolded both of his hands and slammed one on his desk, making a loud bang on it.

He was getting mad, but he knew if this would continue he would have to pull something that would hurt batman bad. He got it planned. How batman would have debt for jason todd. He was going to drive him insane.

"Spit it out, tell me your reasons before I sent you to Black gate." He spat out the words so cruelly, he felt like punching him many times until he had blood coming out of the Tally Man's mouth.

"I'm taking out the people who killed my father, killer's. I'm taking out people like you, that kill. You say you don't kill,but do you remember a boy named jason Todd. He would have survived if you got there in time. You killed him, cause you got knocked out. You have debt, and thats who i'm after."
Tally Man laughed.

"Err." He punched his face, disbelieving he is cooperating, he used physical strength to hurt him. "How do you know this!?" His yell was so loud anyone could have heard it less than a block away.

Tally Man's nose started to breathe.
"Noo. You are not going to do this again. you are not going to do this."
Then he calmed down.
"Don't keep this up or your debt will increase. And how do I know it, I have files. I know everything about everybody, that is important. Every Villain, Every Hero, Every cop, every mayor, every person that matters. I even have every sidekicks."

"That's enough. Your going to Blackgate." He said quickly drawing out bat-cuffs out of his belt. He then gripped both of his hands and cuffed both of them, he pulled him out of his office building and to the batmobile.

Tally Man got handcuffed but right before they got to the car he grabbed his handgun and shot the handcuffs off. He took a couple shots at batman then ran. He found a Man hole and jumped in.

Tally man got back to his office. That was a fun chase but he was exhausted. He got in a locked his office door, got his guns and made sure they were ok. Then he looked through his files at all of the people he killed.
