Having children with a staff member isn't the same as having children with another patient. It's much riskier, and has the potential for more powerful offspring.
1) It can never be openly known that a staff member fathered/mothered a child with a patient. If it is, the children will be taken away and raised away from the parents. And of course, the staff member will be demoted/fired. Yes we know that the children are going to look like both parents, you'll just have to get creative in disguising the traits.
2) Rarely will the children be allowed to live with their parent who is staff, even if that person is their mother. The only times this can happens is when: they have another staff member that would agree to pretend to be the other parent, or if they can pitch a good story to the doctors as to why they're pregnant. Option two generally works when the doctors happen to like the staff member, which rarely happens. So in most cases, the children will be living with the patients.
3) Staff members have the option for more powers than patients, so it is only natural that their offspring have that potential as well. But it is a
rare occurrence. How does it happen? The staff member must have more powers than the patient parent. (Not all may choose to give their staff powers, or opt to give them the max) The child must be RPed a sufficient amount in order to develop the right to have extra power, and then when it comes time for the teen to grow to adulthood, if your teen is deemed worthy, you will ask the mighty RNG to gift your teen that power.
