Hiyori.
Konata is a fellow otaku, but if she's not even sure what the word 'moe' means, then we wouldn't be able to communicate really well. I can imagine asking her something about yuri, and she'd have no idea what I'm talking about. On the other hand, Hiyori knows all about that kind of stuff, so I think Hiyori might be a better sister.

She is just someone I can relate to etc;
Konata is the person I'd pick first, but if not, than Yutaka.

Ultimately, I think I have to choose Tsukasa, though it was close between her and Yutaka, and for much the same reasons. They're the ones I think I could most feel comfortable with treating like little sisters. They're so cuuuuute!
