So, recently I became interested in the creation of myths/folk lore over the internet. Things like the Blare witch and the Slender Man. What I'm wondering is a mix of how you guys would go about accomplishing the building of a mythos to fit your story/fictional world, and what you think it would take to create such a monster.
So far all I've come up with is that it has to be just the other side of plausible, it has to play off of people's fears of the unknown, it needs some form of documentation, and that rumors of it need to at least seem to come from multiple sources.

I could comment on how I built the monster for my story, but he doesn't quite fit the guidelines you've written out here for the sort of monster you're looking for.

Okay, so!
Now that I have a moment to sit down and contemplate (to the sounds of lovely severe thunderstorms - nothing is better for inspiration!)...
My monster is not the normal sort of monster, I guess.
I designed him in mind to be the progenitor of all things evil and dark. Sort of like Satan in Christianity - except for not so supreme.
He's the Earthen manifestation of all those dirty, nasty thoughts you have at night; the driving force behind arson, murder, rape. He's not necessarily what put the thoughts into your mind, but he's the one who brought them to humanity and spread the ideas throughout it - using whichever pathways he could.
He has a human manifestation, or as human as he can look without the inherent good in him. If I had to pick an actor to play him, I'd pick Alan Rickman.
He's got a sort of slick seduction to him. People want to be with him and by him because he's powerful, because he's charming, but he's certainly not attractive in the traditional sense. Awkward, with scars, with stringy hair, something's not quite right about him. You would sense that something is off but not quite sure what because he is a great deceiver. His only motivation in life is to corrupt and to see people fall victim to their own viciousness.
He's very similar to the devil in the Christian religion, although he's different in the sense that in the larger picture, he is just one of a number of "devils" inhabiting the Earth. And each one is susceptible to influence from their counterpart - I guess, something akin to an angel.
It's a very delicate balance, between the agent of the Dark and the agent of the Light. Each area has their own, watching over and influencing the people indirectly. The conflict in the story is that the balance of power is thrown askew and humans and otherwordly creatures have to work to get it back into balance (even if they don't know that's what they are doing).

In my opinion, all you really need for the creation of a monster is someone whose morals have been completely destroyed.
But the idea of that is often ruined in newer movies, because they make this destruction of morals as a young child seem to be an EXCUSE for their madness, a pardonable offense.
What needs to be done is to produce a character that will become purely satanic and something to fear from something very DELICATE.
A mere death in the family. A bit of a phobia. That phobia magnified to produce pure hatred.
Pure ruthless hatred produced from understandable events that any normal person would eventually recover from and become a normal human being.
And the most intimately fearful thing is to involve the EYES.
Nobody likes having their eyes touched or messed with, let alone cut and massacred.
