What laws should be passed in the United States to help pets?

What pet store guide lines should be put in place to protect not only the pet populations but the human population? Think 7 year old children. Pets needing extensive vet care with in the first 3 weeks. Pets dying in particular small animals before they even find a home.

Pet mills. Not just puppy mills. Rabbits, Guinea pigs, rats, mice, hamsters. What is the bare minimum they should suffer? Bare minimum for dogs? I know most people in the United States would be for raising the bar on dogs.

How would the laws be enforced?

That is good question. And small animals die easily too. I think the helping the animal population but pets actually are many but many people ditch the animals after short time. So we need to enforce that ditching on a pet is wrong by taking those who ditch and put them in the desert stranded with only a cup of water.

Animals shouldn't have to suffer at all... puppy mills are just sad. >_<

I really haven't thought much about animal treatment before.
I am shocked to have discovered things like Puppy Mills and poor laws in place to protect the populations.
I am going to do more research and hopefully bring a better post.

I think better laws about dog licences might help dogs be more easily tracked. Having a licence be in a microchip for example would ensure every dog is being tracked much better.

Why am I only thinking in "dog" >.> Simply it is easier.

Hello. Wow it has been a long time and I had completely forgotten about this guild. Though I remember and did a bit more research about the topic.
Most recently I would say that the L.A. ban on puppy mills was very inspiring. Such laws that ban the selling of animal mills across the country would be great, though I think that the punishment should be a bit harsher than the L.A.'s ban would provide. The fine should definitely be a bit steep closer to $15,000 up to $100,000
Enforcement would be hard but it would be great if on the sell of a pet paper work proving it was from a legal source.
