...I can't find certain pokemon even though I'll be in the spot the 'dex says they should show up (like for Pikachu & that electric cat thing, can't remember its name). What do I have to do to make 'em show up?

Well, most of the time it would basically take awhile, if your looking for a Pikachu you can easily get one off the Pokewalker, or I have like six you can have.

I don't have a friend code or Wi Fi, so I can't do that and I never used the Pokewalker.
So I just have to wander around the grass a lot?

I think you might have to play a certain tune on your radio to get them to show up.

Certain radio music at certain times of day on certain routes can make certain pokemon appear.
If you are on Route 2, you CAN find Shinx, Plusle, and Minun there, but you must activate Hoenn Sound or in the case of Shinx, Sinnoh sound, on the radio first, a function that is time and day dependent.
Sinnoh Sound--plays on Thursdays, post National-pokedex.
Hoenn Sound--plays on Wednesdays, post National-pokedex.
Pikachu can be found in Viridian Forest, but they are rare, so you need persistence.
Pokewalker courses to get you Pikachu are Resort, Yellow Forest, Rally, and Sightseeing. Meaning you can still get it without the Yellow Forest download. But you have to unlock those courses first and that takes a while, and a load of movin'.

What is Hoenn/Sinnoh Sound and how do I get it/them?

I think you get access to it after you obtain the national dex and get the second radio card from the Kanto radio tower. (After restoring electricity to the reigon.)

Maybe you get it from a dude in a Saffron apartment I think (or is that just the retro soundtrack from the original G/S?)

Nevermind, I was just thinking of the retro soundtrack from the original G/S, which is actually received in Celadon.

After you get the national dex and restore power to the Kanto reigon the radio director in Kanto should give you the Kanto radio card. After that, you should have access to the new music programs. Yes, Hoenn and Sinnoh on Wednesdays and Thursdays.

Does Hoenn/Shinnoh Sound play on one of the set radio stations/channels or is like Poke Flute where you have to mess around a bit to find it?

Just select the appropriate automatic radio channel as usual. You'll know when you find it. The announcer will tell you.
