All threads must first be run by me before full acceptance or denial from the guild. This is if it is not voted into by the set number of people after a set amount of time

Because of what is happening with some new things to be added to the guild, changes, improvements, and what not. Some things don't even get voted on because of this. I have been informed by multiple people, and I mean multiple people since I took office. I have been meaning to create this for sometime now, so here are going to be the rules of what is going on with this waiting period for passing.

rule 1: You are not allowed to just do something without consent of the council. This rule will still apply, but will be modified. If you wish to change something, you must still post it in the universal hall, and wait to have it voted on before ever taking action upon it.

rule 2: If you have posted something, and have received no voting upon your thread to add it upon the guild in some way, then you will have the chance to take action upon it. Though there will need to be atleast one approval and that will have to be by the leader of the guild.
After 96 hours(four exact days) of not receiving a vote, it can be passed if I am messaged and accept the idea.
If the current head captain is not active for two days, it is to be sent to the second in command, if the second in command is not active with two days, then the third is to be contacted.

rule 3: If your thread is voted on, even by a single person, and it is a yes, you must still wait 6 days before it is allowed to be passed, unless more people vote on it in due time, so others can put their input into it.
If it is voted on once, and it is a no, after the 6 it will be officially canceled and not be passed into the guild. That is if no one else votes upon it.
These rules are only truly activated if it goes through the official head captain, if the head captain is not active for more than two days, then it must go to the second in command, if the second in command is not active for a set amount of days either, than it will be passed on to third command.

rule 4: If after 48 hours of the thread being passed, no one is allowed to just come up and change the new add on to the guild through your thread, but must instead be made into a new thread.

rule 5: If you do not message me, and the rule has not been voted on, and you still act upon it, you will receive punishment of some sorts, and have your add on deleted.
If I tell you no through a pm, and you still act upon your wishes to make what ever it is you wished, you will receive a greater punishment, and have what ever it is you created to be deleted.
