It is basically an ongoing argument of the steampunk community, what counts as "steampunk music." It's a pretty wide range, and it has basically become roughly synonymous with "music inspired by the Victorian through 1920s era, music from that era, music inspired by the steampunk movement, or... music rather unanimously liked by most steampunkers, regardless of how 'steampunk' it actually is." Now, don't hate me, but I really kind of hate Emilie Autumn's voice, and I'm not too big on indie music - which composes a good deal of the steampunk-inspired music. I love me some Voltaire, Decembrists, Waits, classical, and jazz music, but I am still sort of lacking in the "steamy" category and, more importantly, I have nothing metal. Because, love them though I do, there is nothing steampunk about Nightwish or most other power metal bands.

BUT. I have decided to enter Eisbrecher into the vast compendium of "maybe steampunk" bands. Eisbrecher is in the same category of music as bands such as Rammstein and OOMPH! (who some of you may know for their delicious Sandmann MV). What makes Eisbrecher steampunk and the others just industrial, German metal? Eisbrecher has a total fetish for factory sounds. Seriously. While there is a clear techno influence in all of these industrial metal bands, with the repeating riffs, Eisbrecher takes it a step further and basically takes "techno"(logy) sounds and makes them, well, metal. And that makes them grittier and, in turn, quite literally very "industrial". Also, Alexx's voice is sexy.

tl;dr
Check out Eisbrecher.

Hmm, I did hear metal striking sounds in their self titled song.
