I need a Chikorita on Soul Silver. I haven't seen it in-game since I picked Cyndaquil and my rival picked Totodile, so I can't even request it on the GTS. I can offer you any Kanto or Hoenn starter or an SS version exclusive (or something else, possibly?). I will likely also be able to get you a Totodile or Cyndaquil, but those might take a little longer.
