Acedemy Students: 3 D rank jutsu
Genin: 3 D rank, and 3 C rank jutsu
Chunin: 3 D rank, 3 C rank, and 3 B rank jutsu
Jounin: 3 D rank, 3 C rank, 3 B rank jutsu, and 3 A rank
Special Jounin: 3 D rank, 3 C rank, 3 B rank jutsu, 3 A rank, and 1 S rank jutsu.

After you reach special jounin you may learn one new jutsu every three months. Also, if you are from a certain bloodline you can gain one jutsu from that kekkei genkai per rank.
