Because no one plays the Phantasmagoria games because they don't give you ego points if you beat them on TEH LUNATIC MODE.

Well, to be honest, ZUN was part of that company (Amusement Makers). He was in charge of the game music (hell, that's how his real name is known - the credits of those games listed him as "Jun'ya Ota"). Plus I don't see why they wouldn't be vital to play. Any events happened there are still canon; a couple of references to those plots are made in the Windows games, as well. Oh, and the PC-98 characters that later reappeared in the Windows games are 4, not 3: Reimu, Marisa, Alice, Yuka.

I think you should mention that they were made by Amusement Makers, a doujin game company that ZUN used to belong to when he was in college.

I wouldn't call them "Not vital"...

Rather, over time they've become more and more irrelevant. They're canonical, sure, but only 4 characters have managed to become more relevant in the fandom... Precisely the 4 characters that have made the jump from PC-98 to Windows.

Also, the PC-98 games are still epic, at least. Not exactly vital, but it would definitely enhance a fan's experience (and give them know-it-all bragging points) if they took the time to play them and read the stories.

Translating a PC-98 game isn't exactly the most simple of tasks. Considering that the emulators don't even have the Japanese language packs by default is a bit disconcerting...

I am sad that ZUN himself kind of looks on the PC-98 games as a black history.

You can also read the translated story scripts on the Touhou Wiki. I WAS working on translating the Endings, but someone took all the endings off the Touhou Endings Wiki, so I lost my source material.
