I don't know anything about drawing animals, but the horse outline looks very good. Everything looks great so far, but maybe the arm is a little bit long. Someone critiqued me saying that the elbow should reach right around where the waist is the smallest, which I think is pretty helpful. If you drew a human bottom, I think her arm might reach a bit too close to the knees.
It is a centaur, though, so maybe the human half doesn't need to be entirely... human. And the way you drew it does look similar to your reference image, so I don't know what to say about that. It's sorta hard to tell some details on the reference image due to that clothing.
The background is very plain/undetailed, of course, so there's not much to say about that.
