Who is the most evil character in all of Final Fantasy VII?
Was it Sephiroth, with his insanity-inspired violence and the summoning of Meteor?
Or was it Jenova, the alien life form that was bent on the destruction of Cloud's world?
Perhaps it was Hojo, who sacrificed himself and his family for the sake of his Mako research.
Or was it Shin-Ra, the greedy collection of virtue-less humans bent on world domination, that would stop at nothing to gain a monopoly over humanity?
The choice is yours. Opinions welcome!

Hojo.. well maybe he was insane but not THAT evil
Shin-ra ... well who cares about them? So they steal from the poor and are greedy little ...

there is no one single evil. They all had their faults. Sephiroth...he went crazy because of Hojo who was only a simple scientist that worked for Shin-Ra. It's just a company...just like ours today. They all have evil in them...even Cloud did. Remember the whole black materia thing? that was cloud...

Though I have to say Hojo was definitely a sick S.O.B.. he -did- do a lot, just not always directly.

Sephiroth is the total representation of evil... not that evil is bad... but badass? yeah! He kills without emotion and without effort, he takes pleasure in other's pain, and he's a killing machine, plain and simple!

Like mentioned by others before me, each of those characters and organizations have some evil in them. This also includes Avalanche, who bombed Mako reactors, which in turn killed millions (MILLIONS, people) of innocent people: Women, children, the elderly, all of them.
However, as Mako18 stated, the root of the problem lies within Jenova and her agenda. Had she not even come to Gaia (the FF7 planet, as stated in Advent Children), then the Cetra wouldn't have been infected with a virus that turned them into monsters, killing most of them off, and Sephiroth just wouldn't have happened at all. Sure, companies like Shinra would have still come around, but their acts of 'evil', as you all call them, would not have been so massive or destructive.
In fact, if Jenova never existed, Final Fantasy VII wouldn't have existed either.

It was definetly jenova, it was she (or rather, it) who started it all, it started Shinra's greed with producing super warriors, it is the reason Sephiroth came to be in first place, and we can't be sure that Shinra would have existed at all, Didn't the humans live in the planet at the same time that the Cetra did? Then the Cetra wouldn't have been exterminated and they would have a lot influence on the future.
