Okay, so if you ask me, Feebas is probably the hardest pokemon in the game to catch. I managed to do it in both Diamond and Pearl, but I finally gave up in Platinum and just traded some over.
Feebas
To catch Feebas, you must go to Mt. Coronet, using the same route you use to go to Snowpoint City. You need to bring along pokemon that know Defog, Rock Smash, Surf and Strength. Follow the path through Mt. Coronet until you reach the large room that's full of fog. Use Defog and Surf out on the water.
You must be prepared to waste a lot of time here!
Here's the terrible truth: Feebas only exists in FOUR PANELS and that location changes EVERY DAY. You pretty much have to check EVERY blue panel of water. One Panel = the width of your trainer, so in order to check each one, you pretty much have to step forward and use your Rod a few times to see if it's there. I believe you can catch Feebas using any rod, but the easiest way is to use the Old Rod, since that should ensure that you will only encounter either Magikarp or Feebas.
The good news is that once you find one of the four panels, you shouldn't have any problem catching several of them. They'll appear pretty regularly.
Another neat trick: If you pool records with friends from your Group, then Feebas's location will sync up between all of you. That means that if one of you finds the right panel, you will all be able to catch Feebas in that spot, at least until the day is over. This can cut down the search time if you have several people working from different ends of the lake.
In both my Diamond and Pearl games, I found Feebas in almost the same spot on a Sunday. I'm not saying it will be there, but you might want to give it a shot. To get to the spot, surf as far east as possible. You should see a long, rectangular rock with a little place to stand. Surf the area next to that patch of ground, between the rock and the wall. Both times I've found it, it's been in that area.
Milotic
In order to get Feebas to evolve into Milotic, your Feebas must have a high beauty ranking. You can check this in the Pokemon Summary. Once its beauty is high enough, all you have to do is level it up.
The only way to raise its beauty is to feed it Poffins that are Sweet. The best berry for that is the Watmel Berry, which you can only find in Amity Square. Take a cute pokemon along and walk around until it finds one.
Watmel berries need a lot of water, so be sure to water it *very* often and very generously. When you've harvested enough (my best crop was something like 8 berries off one tree), you should go to Hearthome City and make some poffins. If you use only Watmel berrries, they should come out sweet.
Feed as many of those as you can to Feebas, then level it up, and voila! Milotic! If you want Milotic to learn all its moves, you can either use a Heart Scale, or breed a Feebas and evolve it at level 2.

Man that's a lot of work. Thank you though. I guess the better option would be get one via trade but if they are that hard to get then people will probably want some super rares.

I actually had a dozen...but then I released all but a three to make room. crying But I figured I could always breed them. blaugh

dklepto I actually had a dozen...but then I released all but a three to make room. crying But I figured I could always breed them. blaugh LOL I did the same with all those budew I caught since yeah I never really used them after I got all my El Rosa Pokemon. LOL! I'll try my best to catch it before begging for it. xd
