Are you allowed have a bloodline as soon as you enter the RP. Like im putitng my info and i want Byakugan, do I put that im in the Hyuga clan?

Yes you put that you're hyuuga clan BUT you do not start out with byakugan. So in a way yes and no. You start out with your bloodline but it's not activated yet. Like Sasuke, he had to go through special training and circumstances to achieve Sharingan.

Do I have to use the jutsu here in the guild or can I use the ones from Leafninja.com?

the guild only, it keeps from people getting over powerful and what not. not to mention the leafninja.com website's jutsu don't provide the limitations our jutsus do, along with some not having rank.

for the chakra control class it says:
This user will learn jutsu 2 posts faster then normal users and the rank of jutsu are lowered by 1 for this person, when at jounnin rank does not have to use hand signs for some jutsu.
(-2 posts for training, -1 Rank off Jutsu)
does this mean that the power of the jutsus you use are lowered or that i treat jutsus as one rank lower for purposes like training(like at genin level would i treat jounin level jutsus as chunin level jutsus for the purpose of learning?)

Lets say i perform a jounin ranked jutsu...that means that the rank goes down by one, meaning that i only have to use chuunin chakra in order to use it. In other words, the rank is not lowered in power, but it's lowered in the amount of chakra i use.
Also, you won't have to use handsigns for chuunin or lower
