1. No killing another Kusa shinobi: This is by far the most important rule, you kill another Kusa shinobi and you will be branded as a traitor to the Grass Village. You wont escape, I will find you, and I will kill you.
2. Treat your teachers with the respect that they deserve: Please follow the rules of your teachers and respect them. They're taking their time to teach you so you should honor that.
3. Anyone ranked genin or lower shall not leave the village without supervision of a chuunin+ unless given permission by me: Unless I give you permission don't leave the village. It's not safe out there and Kusa has enemies out there that can take advantage of the situation. Chuunins+ are responsible for this.
4. What happens in Kusa stays in Kusa: I trust must of the shinobi here. What happens in this village must stay in this village. The secrets revealed could lead to our ruin.
5. So far, we are only allied to the mist. Meaning any and all of our shinobi can travel back and forth freely. Genin must tell me where they are going first. You are allowed to learn Mist jutsu and techniques, so long as you ask and talk with the mizukage first.
