So there is this dude I kinda like and I gave him my number at a party on Saturday but one of my friends is also into him. She just won't make the first move, and I made it clear at the party that I was into him. As far as I'm concerned you can't call dibs on a dude, and I have every right to go after him, but I feel sorta bad too. D:
What do you think?

Morde shouldn't have to explain unless the girl makes a big deal out of it. Then, she can say that Miss Girlface made no attempt/gave no hints at liking him.

You shouldn't feel bad. As you stated, you can't call dibs, or claim a guy, and it's stupid to attempt to do so, because in "claiming" a guy, does not mean he will like you back.
Anyway, you made a move first, and you have every right to go after him. She's snoozing, so she's losing. (that sounds a bit lame, but whatever xD)

When people don't tell the people they like that they like them and still expect them to psychically know that they're interested somehow.

If she liked him first you shouldn't have tried to go after him, even if she was shy and didn't make a move yet.
