If you have a firelizard, you can post to have them certed here.
Here is some information on naming:
"Because they cannot 'speak', they do not come with names. The person who the firelizard Impresses to provides a name much in the way we would give our pets a name. Generally, firelizards names never end in "th" as this is considered special for dragons, however the enthused person might use a "th" ending name."

Note: Characters must be approved in the Character Submission forum before they're eligible to RP (and thus have an IC firelizard), so please do that first.
Edit: Sorry for not being clear. XD *fails* You only need to post for one cert. If you're not planning to RP the firelizard just posting the Non-RP cert is fine!
