Like the subject says, tell us what fictional characters you'd like to tickle.
So. Animation, comics/manga, video games, live action TV and movies, books... if it's fiction, it's fair game as a source. Put the source, too, either after the character's name or as a heading for a sublist. Optionally, you can tell us what about them draws your tickling fingers. biggrin
I'm going to wait to post mine until at least one other person answers. (Also, I have to formulate my own answer. wink )

Awesome! I'm totally replying to this.
Okay, I'm a 100% ticklee, but I'm also a tickler...the only problem is that none of my friends are really ticklish...but whenever I do tickle someone, I get a super thrill out of it, but I prefer to be tickled....so here's my list:
Mark Cohen (from RENT)-I loooove his voice and how he's kinda different from the others characters (and a little bit nerdy lol) so I'd totally LOVE for him to tickle me.
InuYasha-yeah, he is without a doubt, my favorite animated character EVER. lol I shouldn't think that cartoon characters are hot, but InuYasha IS! I can just imagine his claws squeezing and poking my ribs...*squirms* just thinking about it makes me squirm
Justin Russo and/or David Henrie (Wizards of Waverly Place)-He's just awesome. Period. I'd love to tickle him or have him tickle me. 'Cause he's awesome. And 20 lol
Hrmmmm....I think that's it, but I'm bound to add more as I think of them haha.

Heh, it looks like my list is going to be relatively massive... If you think I'm just naming every female character ever, well, there are some exceptions... wink
I'm listing them first by title, and then in alphabetical order within that... if the character has a known name. If not, or if I'm just listing them as a group, then they'll come after the individuals with names.
If I've listed someone here, it's probably because I think she's cute (any kids or anthropomorphic characters I list will fall only into this category), but I might list some that I think are hot, who knows (these would only be human adults).
For now, just the "A" section of my titles:
Animal Crossing
Gracie (the giraffe who makes you wash her car for clothing)
Mabel Able, if I can do it without getting quilled! (the younger porcupine who acts as the clerk at the tailor's shop)
Pelly (the day shift clerk at the post office, and in WW, the town hall)

Man, there are so many characters, especially in video games, that I would love to tickle/be tickled by if I could get my hands on them. xd Where would I even start?
I guess I should just tell you some common traits in these characters, since there are so many, huh?
I like the idea of tickling/being tickled by characters who are too darn serious for their own good. Whether they had a traumatic past, or are going through a rough patch now, whatever. I think they need to smile, and what could fix that better than some lighthearted tickling?
Also, the more playful characters in a given story... the goofballs that make you smirk or chuckle a bit to yourself over how silly they can be sometimes. They just seem like they'd be loads of fun to goof around with.

Well since Cat of Darkness brought up Shugo Chara I'd love to tickle Amu, the main character. Then again I've seen tons of anime so I'll keep my list short. From Inuysaha though I'd love to tickle Kagome and Sango. I'd also love to tickle the older verison of hinata from Naruto Shippuuden and wouldn't mind being tickled by her either

Oh what a horrible thread. I say it's horrible, because I can't answer it with a simple answer, for there are many girls I'd like to tickle and the list just keeps growing. Hmmmmmm...Though, I can safely say I'd wanna tickle the first anime girl I ever fell for and, to this day, still hold as the most influential: Shayla Shayla from El-Hazard. Shayla Shayla is so divine in my eyes. That firey red hair, those blue eyes, that tan skin, and that tsundere personality. Oh so many girls, though I approve of several of Nyp's Azumanga girls. Yes. Mmmm then there's most of the girls from the game KS (a couple of you will know what this is),...all except for Emi... Don't like Emi... *looks at Alyson*... Wait... ... ... ... ... Hmmmm... So many games - a lot of the girls from the Pokemon tv series are there. Girls from many of the Growlanser games... *goes over to my game shelves* Disgaea girls are up there too. .Hack, Final Fantasy, the list goes on. And anime is just as big. There's Haruhi and Yuki from Melancholy of Haruhi Suzumiya, there's several of the girls from Naruto and Bleach, Kikyo from Inuyasha, Ranma 1/2 girls, Aisha Clan Clan from Outlaw Star, girls from the Gundam series, Ryoko from Tenchi Muyo, blarg, Rider, Sakuya, Rin and Saber from Fate Stay Night (the game actually - not the anime. F the anime), I could be here all day with this.

I'd like to be tickled by:
Kouga, from "InuYasha." Because I've always liked Kouga's personality as a boyfriend's. (if that makes any sense)
Hige and Tsume, from "Wolf's Rain."
Hikaru and Kaoru, from "Ouran High School Host Club."
Kiba and Sai, from "Naruto."
And I'd like to tickle:
