Is drop b and a 7 string the same? Can i play drop b songs on a 7 string? Low to High Drop B Tuning: B F# B E G# C#

No, it's different tuning. Although I have heard that you can tune a six string a certain way to sound like a seven string. I just don't know the tuning.

The "STANDARD" tuning on a 7 string is the same as standard tuning on a 6 string with the added low B.
e B G D A E B
Since I don't have a 7 string (yet), I tuned my Kelly to B std. That way I could go as low as a 7 string and when it came time to do the highs in a solo (if I chose to go that high) I would just use another one of my guitars that is in E std. This way the B std guitar can cover the the low-mid range of the tones and my E std guitar would cover the mid-high ranges. B std tuning is as follow:
B Gb D A E B

You can play Drop B songs on a seven-string, but they're not written for a 7-string, so you could get some odd fingerings out of chords and whatnot.
But, as Raider stated, the tunings are different.
