Clans count as elements.
Professions (Puppet Master & Medical Ninja) Count as elements, too.

You pick a primary and a secondary element. Your primary element, you can use any rank jutsu of that element. Your secondary, you can only use up to C ranked jutsus. You cannot use a jutsu of an element, other than these two.

EX: If I picked Fire and Electricity, I would only be able to use jutsus that are fire, electric, or black (no element). If electricity was my primary element, I could use any rank of electric jutsus, and up to C ranked fire jutsus.

If your secondary element is a CLAN (or puppet master), you have to be in that village. No exceptions.

Professions is required to be a Primary element.

Clan elements, are required to be Secondary elements, but you are not limited to C ranks. You can use any rank of the clan-jutsus.

You cannot have a profession and a clan element at the same time.
