I think Shino was in on it from the beginning, just because of the way she acts at the end of the game when shes talking to Haseo.

Plus, she wanted to go look for Ovan like right AFTER being resurected.

actually no, she mentioned seeing everything from the arm with the AIDA so she saw Haseo and Ovan fight which is why she knew to look for Ovan after his disappearance
