I made this design for Fanplus Friend's latest contest and I would like some opinions for future reference.
I'm getting a lot of comments saying it's not Lolita....
How do I improve upon this?

It's cute, but I'm afraid that I have to agree. It isn't lolita at all. It looks rather like a feminine military uniform for an anime character, rather than a lolita outfit inspired by military uniform. It shouldn't be hard to bring it up to snuff, though. Most of the issues with the design are in the skirt and color scheme application.

The basic silhouette is wrong for lolita [the skirt should be a princess line/wide A-line or cupcake skirt starting at the natural waist rather than the hips the way your design is], and in general, skirts tend to be almost knee-length. This is variable depending on the style and coordinate, but the skirt should never be so short that the garters of thigh-high stockings would be visible. ^^;;

Also, the color scheme isn't a very attractive one in terms of application. There's a bit too much going on for a piece that doesn't have a print. The general rule of thumb with lolita to making an aesthetically pleasing design is to choose no more than three colors: one main color, two accents. If you include too many more, the outfit tends to end up looking disjointed and haphazard. Normally, basic pieces only include two. For your design, I would recommend going with the light blue for your main color, with white accent ruffles. It will keep the military feel, while still being feminine.
