I think she just said it as a gimmick type of think. Like how Marilyn Monroe said she never liked to wear clothes. Lol
It might be just a thing she said to the press.
That or she honestly just doesn't like pants. XD

But seriously I think it was when she started with Lady Starlight and they had kind of a metal 80's thing going. I think it was inspired by that "Leotards, Fishnets and heels" and she just morphed it into her own iconic image.

she said she doesn't like to wear pants because of her grandmother. her grandma has a hard time seeing and can only make out the light parts of her body and if she wears pants her grandma can only see the upper half of her. i swear it's true...i heard her say it herself

She said that after it became her signiture style. I doubt it's really because her grandmother can't see her. I think she was just telling a funny story that her grandma NOW (that she made it her signiture) can tell her apart from other people. Not that she decided to stop wearing pants for the sake of her grandmother. I think it's just a coincidence now that it helps her to recognize her grand daughter in a crowd or what not.
