"Yo" is usually used for emphasis.
Ame ga futeimasu yo.
"It's raining!"
Something like that.
That is how I use it and sometimes see it. Finding a particle guide would probably help (both you and me!)

it means that you emphasize the sentence..for example..
ii tenki desu. the weather is nice.
ii tenki desu yo. the weather is really nice.
it's just like that.. smile
