The Dark Palace:
This is a city inside of the Raithelian palace, though, only people close to the ruler live inside. Everyone inside is either a servant or a guest of honor, and the guests tend to be treated very nicely while the servants are treated worse than dirt.
The Second Wall:
A city just outside of the palace, here is where the second class, who are treated a bit better than the servants inside of The Dark Palace, but still not well, live. They tend to have normal jobs and live pretty comfortably.
The Third Wall:
This is a city outside of the Second Wall, this is where the lowest class of Raithel live. They have an even less chance to even see the king than how ruthless and power hungry Lord Ralkul is.
