Practice a short amount of the piece at a time, stop for a few minutes, repeat it without looking, if you get it right, continue the process. If not, just go back and try again.

You're not allowed any note cards? That'd definitely be the best way, but if not...
Then I would suggest not trying to memorize your speech word for word, considering the short amount of time you have, because it gives you a rehearsed, reciting robot kind of tone, and if you forget or stumble over a word (no matter how many times you practiced it beforehand), it can make you completely draw a blank. This method could work if you had more time though, because then you could refine your speech and feel more confident in what you have to say.
I recommend writing out a list of important points that you want to cover in your speech. Include the basics for your intro, body, and conclusion. Add details that you want to include, and then go from there. You're basically making a simple outline. (Hopefully, you'll have researched your topic enough/know enough about it to make yourself sound convincing) Your speech doesn't have to be the same every time, as long as you hit your major points. Focus on your posture, eye contact (focus on the tops of people's heads, since this part can be difficult), volume, as well as fluency. You'll want to start off and end strong.
[/Sorry. This is coming from a person who's currently taking Speech over the summer, so I somehow have a lot to say -_-']

I agree with Ivy, don't memorize the speech word for word, just know the information and it'll sound a lot better than if you did it word for word.

ok, thanks for the tips!
Ivy- nope, not allowed to use any note cards. It's not school related, so we're supposed to have it memorized, because we've had a few months, but I just kept forgetting about it sweatdrop And I kinda have to have it word-for-word, because there's a copy of the speech that the judges have, but I'll try using your suggestions too.
