Physical Description:
Issei stands approximately, 5'11. He has a somewhat muscular physique about him, his hair is somehwat long at some ends it is porbably three centimeters above his shoulders, it holds a white color. Issei wears the standard Shinigami uniform, it isn't detailed or anything. Next to his right eye is a tattoo, it's very detailed made up of think lines that are placed into a certain design.

Side Note: His Shikai and Bankai abilities are not fully in use, those abilities will be activated through training and experience. So to make it the Zanpakutou-to more or less fitted for my character's position or not, are kido type attacks are the standard level only. So his Shikai is only 25% active.
Limited movement is a self-developed fighting style, which mixes kidō with sword-to-sword combat, which uses kidō to release a small amount of reiatsu on pressure points, and on the joints of the bones, which can lower, or potentially disable the limb that is struck. High level kidō abilities are required as long a mid-high level swordplay, this is because with kidō he can well control his reiatsu, and at most strikes, a release of reiatsu from a strong point, which is determined by figure, and movements of his opponent, to hit in weak points of the body. This is somewhat similar to Yoruichi Shihōin's shunkō, where reiatsu is released from the limbs and torso, only in this technique the energy is transfered from the upper body to the non-attacking hand, as well as the sword itself.
This ability is an extremely high level technique, and takes over a thousand years to fully master. Currently he can only do so much with it, he can only use lower level kido with it.

The unreleased form of Kuroi Denkou takes the form of a pure gold blade, enfused with the reiatsu-stealing sekkiseki stone through chemical reactions in the Department of Technology and Research of Sereitei. The hilt is deep black, with diamonds down the hilt of a shining yellow, and the seal of the hilt is a black stone holding a yellow diamond at the bottom, with symbol embeded in the middle, with the word Denkou, which is embeded in black, symbolizing Kuroi Denkou, or "Black Lightning". The sword is meant for one-hand defense and attack style, as the unreleased form is used for the Limited Movement technique. The sekkiseki stone in the blade can be absorbed by the user with Limited Movement technique, though it can't absorb high levels of reiatsu at once, taking barely over .01% of the opponents original reiatsu, otherwise the body will overload, and strain the muscles until they are crushed to nothing.

Lightning strikes the hands and creates a double sided blade in his hands, with the hilt in the middle of the two blades. The blades are a captivating black, with a design of lightning bolt going through the center, created by pure gold. The black of the blade is half awoken sekkiseki, which can absorb large amount of the opponent if it draws blood and the fragments are released into the blood stream. The style used for shikai is similar a combination of the twirling style of the hilt by Hollow Zangetsu, and the Shikai of Shiba Kaien, where it is twirled on the hilt of the pole. The hilt of the blade is a golden silk, with white leather-like clothe on the area held and twirled by the user of the Zanpakutou-to.
Shikai Abilities:
Fa-suto Dansu: Nenten Denkou - 最初ダンス: 歪んだ電光 - First Dance: Twisted Lightning - The double-edge sword is spun on the hilt above the head creating a lightning pulsation above the head to the floor, kidō is used to control the direction of the lightning, this move is very well coupled with Bakudou 75: Gochuu Tekan, which binds the opponent to a single place, holding the limbs of the opponent completely still leaving them as a sitting duck for Fa-suto Dansu: Nenten Denkou to strike through their hearts, this technique is extremely fast, but if it misses, then opponent has a chance to attack, it is advised that he fully has a strong restraint Bakudou or the opponent cornered before using it.
The flaw with this is that it is a one strike attack, once used he has to wait until he regains his strength to use it again. Currently he cannot use this attack because of his low level of reiatsu.
Niban Dansu: Sa-ti-Kaizoe Boufuu - 二番目にダンス: 第32嵐 - Second Dance: Thirty-Second Storm - A thirty second extreme release of reiatsu, which nearly doubles the speed and allows all Bakudou of any level but having knowledge and training of those Bakudou. The blade possess over 1000 watts of electricity, if struck, it could temporarily immobolize the opponent. If the opponent is able to evade his attacks for the thirty seconds, however, Senkou's original movements are lowered by 20%, but the watts of the blades remains and decreases by 100 watts every 30 seconds, as a strong defense to balance out the loss of speed. This is generally a finisher, as the consequence of this could lose the battle for him.
Ketteiteki Dansu: Shikkyaku Kuroi Denkou - 最終的なダンス: 落ちる黒い電光 - Final Dance: Falling Black Lightning - Storm clouds gather above the fight, covering over five square miles. A pure black lightning bolt comes down on top of Senkou, cratering the ground, the lightning brings Senkou on to the clouds, where he control wherever it strikes. The final dance requires 100 years to truly master the movements on the cloud, though they strangely resemble Shiba Kaien's dancing movements on the Shikai form. The lightning falls from the sky striking areas with high reiatsu concentration, paralyzing the opponent, and cutting them as if the blade itself was slashing at the limbs. This move takes over 75% of his reiatsu at once, and lasts for ten minutes to the second, meaning that he would have to make sure the opponent is fully disable from combat.
Bankai - Dageki ato Ikusen Kuroi Denkou - 千の黒い電光の殴打 - Strike of a Thousand Black Lightning
The Bankai of Kuroi Denkou is activated by a single chant of Dageki ato Ikusen Kuroi Denkou, and throwing the Zanpukutou-to while in Shikai into the air simultaniously. When at its peak, it will implode creating black storm clouds throughout the world. A single strike of lightning will fall upon the user of pure reiatsu, which has been absorbed by the blades sekkiseki stone, and is released into Senkou. With no blade speed sharply increases. This bankai exerts lightning like reiatsu similar to shunkō, and has similar effects, such as sharp increases of speed, lightning like reiatsu on the torso, though in the bankai of Kuroi Denkou it is in his arms in legs, allowing the user to increase their speed of attack nearly ten fold. At each strike, one thousand lightning strikes fall upon the exact area that the hit occured, moving at the speed of light. The Bankai has all of the abilities of Shikai release. The increased speed allows ySenkou to abuse the Limited Movement form to the fullest extent, with reiatsu contained in both hands, and highly increased movements, the disconnecting of limbs through joints and pressure points becomes twice as easy. He has only exactly fifteen minutes in Bankai before his limites are reached and he cannot continue.

Biography/History:
It all started a couple of years ago, well, maybe it did... To start off he was born into a succesful home, or what it seemed to be really. Issei had a kind of wealthy life, nothing to great really, he loved being inside his own body where others did not. Being born an only child, he was the center of attention, it had its good and bad aspects of it, but for the most part he loved being Issei. He had a clear surface of friends and popularity to match once he reached Jr. High then High School. His life as a childhood boy had been forgotten a while ago. Really, he didn't remember his past or anything, he just lived life acording to the days he had. Growing up, his life was easy, well, atleast that is what he had untill his Junior year. He had lost his mother to an unplanned pregnecy which came about all of sudden tearing him apart; now it was him, his father and his little baby sister.
After a few months of helping raise his little baby sister, he kind of grew apart from his father. His father turned into a drunk and wasn't at home most of the time or in jail, so it was him and his sister. To him, he couldn't bear it, on the way to Social Services he had got into a fatal accident that costed him his life. Fortunately his sister had made it out ok, but for him, it was a grim day. His journey to the Seireitei was prolonged a few years as he watched his sister somewhat grow up. He eventually left, being forced by a being he didn't he had no knowledge on. Once he had reached the Sould Society his World changed and he saw things that weren't clear to him. He was at a disadvantage, but somehow his mother had found him wondering the Rukon District after a year of being there.
Once they were together he felt his heart at peace, Issei soon learned what this place was. He was kind of suprised, a World beyond the Human World that possessed such greatness. Issei soon had a goal of his own, to atleast make it into the One of the Thirteen Court Gaurd Squads, he succeeded.
