If you are talking about Wicca, there is a god and goddess that Wiccans believe in that rule the universe. Think of the Christian god having a masculine and feminine side that work together. The names and designations vary from culture to culture but the idea is still there.
If any Wiccans/Pagans/Witches/other occultists feel like adding or correcting me, feel free.
