This area is off limits to anyone under the Fuku-taicho ranking, it's a very sensitive area that is always dark, with screen buzzing 24/7, recording onto disks and taps, all the events which are then recorded and put in a large library at the back of the room.
Another area is blocked off by black removable walls, this area is for developing special photos including x-ray and infra-red.
Here is where Shiori spends much of her time analyzing events and depicting recordings for trials.

 Akane Shiori
Division 14 Taicho "I'm always watching... You cannot hide your sins..."
She sat the the screen and placed her hands on a specal device, that allowed her to slid her finger over the board at an increased speed, letting her catch things by the seconds. She looked at the screen. "Good afternoon May." Shiori mumbled quickly.
"Welcome Taicho"
Shiori had built this machine from the basics and had incorperated an artificial intellegence, so it could function while she was away. "Please access today's footage of Karakure town, load on screen one through six, pause at one second in." She focussed on the screen tot he right, where Soma had been fighting with the Arrancar, then to the fifth screen which she had set up earlier in the outskirts.
When her pager went off she glanced down, quite suprised to have the second division Taicho call her as a member in a meeting. How interesting. Looking at the computer she sighed. Finally she rose and left the room.

Shinji would appear outside the building, having his Shikai still activated. He was following Aisu-Taichou's request. Well, technically, it was a command, but it's not like Shinji had to follow it

NPC - Noriko
She slipped into the room, after having gotten the page reply from her Taicho. It seemed the plans had been pushed ahead by a quite some time. Kana had not replied and Shiori's pager was off. That meant she had to act. Approaching the computer she entered the access code and programmed in the virus, which wiped the harddrive and shorted out the entire machine. From there she drew her zanpakuto and sliced into the computer, causing it to spark. As a finishing she lit the room a-blaze and left to continue her orders...
As she was leaving she noticed the man standing there, blade ready, nd Shikai activated. "Well hello there..." Her voice was frighteningly soft, despite the cruel grin on her lips. The wall had blood on it and a body could barely be seen around the corner. Edited

Before the girl could do anything, Shinji blocked her from getting into the building. As soon as the girl would come within ten feet of Shinji, she would inevitably move three times slower than attempting to. "I have orders to protect the materials within this building. State your name, rank, and business here."

NPC - Noriko
She giggled. "I'm afraid you've caught me on the exit. I would advise you to bac up before it explodes." The fire had not yet reach the remaining peices of the computer. If he managed to stop the fire he might be able to retrieve something, possibly something from the disks remaining in the room.
"Noriko, but the handsome gentlemen called me Nori. I'm Shiori-taicho's spy and my business? To destroy the evidence." She giggled again and held her zanpakuto out.

Shinji's eyes slightly grew in size. He would immediately disappear, going into the building. About ten seconds would pass. Shinji would then appear back on the outside of the building, holding several disks in his left hand, ones that stored necessary information. Shinji assumed the girl would try to escape in the little time Shinji gave her.

NPC - Noriko
The moment he'd vanished she'd planned to leave, her way however was blocked when other members of the squad came to see what the noise was about. Quickly she killed them, leaving the bodies on the ground. She then began down the hall, throwing small fire bombs, which she'd made in preparation for this, into the rooms, not bothering to care if someone was in there or not.

Around thirty seconds after the girl's flee, Shinji would appear in front of her, standing exactly ten feet in front of her. "Why do you serve loyal to the opposing evil?...this is your last chance to refrain from any future actions that will further incrimination..." If the girl opposed him, Shinji would take care of matters accordingly.

She froze when he came back, her long black hair falling over one half of her face, both golden-brown eyes narrowed. "Well, it's a long story really. I've been with Shiori since her husband died-" She stopped for a moment, having caught herself. "It doesn't matter. Even if you kill me, the plans are in motion, they have been for months, you'll see, you can't trust anyone, there are more like us, in all ranks, people you may think you know..." She snickered. "Unfortunately I don't see this turning out well so I guess I have to go all out." Nori giggled again.

Shinji sighed after she finished. "Maybe; however, no matter the actions of others, I will never lead toward darkness." Standing still, Shinji would slowly walk forward, holding his hands downwards as he spoke. "Disintegrate, black dog of Rondaniini. Look upon your burning soul and sever your throat." If the girl didn't escape the radius of ten feet around Shinji, a red light would surround her, restricting movements. Due to the power difference of the two, even if Shinji didn't use the incantation, it would likely still work just as well. He never underestimated his opponent, however.

She was pleased he hadn't picked up on her comment about Shiori, even if he researched Shiori's background he would find little, as she'd been sure to destroy any evidence of her past and her deceased lover. "What a nice thing to know, but the darker side is always more fun!" The moment he started the incantation she became extatic. "Spin spin spin, whirlling tornadoes from hell, encircle, Kazekagari!" It seemed the girl knew her shikai, it wasn't a suprise, Shiori would not use weak shinigami, yet he would know that the shikai was as far as she could go, and it would not be as strong as his.
Her Katan changed and formed a circle-like weapon (Think of Tira's weapon form Soul calibur). She spun it around her, causing a diffusion of wind that, even though it couldn't do him any real damage, it acted as a distraction and distorted the flow of Raitsu.

As Shinji's Kidou was stopped, he stopped as well, standing still. "It seems you're better than one would expect." Shinji chuckled as his constant ability was taking place. Not only would anything large within ten feet of diameter around Shinji slow down, such as the girl who opposed him, but also the speed of the wind. Shinji rose his zanpakutou to his chest, facing upwards. As he blinked four separate times, four 'clones' appeared around the girl, each standing the same distance away from her as Shinji did. The five Shinji in total would also each be the same distance away from one another. Each Shinji would talk at the same time in unison. "Let's get this over..."
((Gotta go to bed...))

She had diverted that attack however it was only Kido, he hadn't done anything major yet. "I've had practice." She had remained a lower rank due to she wanted to remain unnnoticed. When he made his move she tried to take a step back, noticing the change in speed, unfortunately she wasn't overly fast like Shiori, and often relied of attacking form a distance with her wind-based strikes. Whent he five formed she was clearly becomming desperate, as she turned to the first of only two abilities she knew. Spinning her blade around she braced herself on her heels and focussed her Raitsu ont he blade, creating a flowing miasma of her Raitsu, which seemed to moved like smoke in the slowed speed, had this not been a battle, her attack might have seemed almost beautiful
