Gunshireibu: Shiyakusho Yonjuu-Roku Military Headquarters: Council Forty-six

The Council forty-six serves as a committee, acting as a sort of superior court above ninth and thirteenth division's duties. However, their purpose is more approving positions and transfers nowadays. Since the mass murder three hundred years ago, it was decided that the baton of power could not be held by so few individuals, and so most of its judiciary power has been passed to the ninth and thirteenth divisions, primarily to the former of the two. However, they are still a political and judiciary force to be reckoned with. Shinigami summoned here usually face some kind of judgment, where as shinigami who are admitted entrance can make their case known if ninth division cannot address it. This area is located in the middle of the whole Seireitei. The whole council area where the members have there meeting is actually held underground. The door is above ground and is surrounded by water. The only path to getting to the door to central 46 comes directly from the white castle itself. Once inside of the Central 46 chambers you will be either trided, consulted, issued orders, or even asked to join them if your age permits it. You hardly ever see people lower than Captains going into the Central 46 chambers. Since captains are held at the highest level in the Gotei 14 they are considered to be like judges on the outside of the Central 46. * It is against the law for a Shinigami to give their spiritual power to Humans. * It is against the law for a Shinigami to use forbidden Kidō. * It is against the law for any citizen of Soul Society to create weapons of a dangerous nature not sanctioned by the feudal government. To do so is treason. * It is against the law to attack a captain. To do so is treason. * It is against the law to commit terrorist action or attempt overthrow of the balance of Soul Society. To do so is treason. * It is against the law to commit murder. * It is forbidden for a Shinigami to acquire Hollow powers. * It is by ancient law that two Shinigami cannot hold the same zanpakutō. They must fight for the honor of bearing the spirit, with the spirit going to the winner

[Durissa] Having entered the white castle Durissa hope she was not late for the trial of Soma and the others. Looking around she found rarely anyone, just a few scattered members of the first division that were tidying up, or doing other things. Sitting down she waited patiently for the trial to begin, hoping that what she had to say and what she witnessed would help with clearing Soma's name from the crimes he's been accused of.
(I was told this is where it will take place)

Rednal calmly walked into the chambers of Central 46, his sword back from where he had dropped it off and a set of papers under his arms. As a member of 10th Division, he had the necessary reports and information detailing the history of the accused, and unless somebody really started to mess things up, he'd be the one presenting the evidence to the court and possibly giving advice based on the research. This was what the Internal Investigations squad did, after all. Even if someone was thought to be guilty, they deserved a fair trial. And it was entirely likely that there was more to this than might at first be apparent.

 Tsumuro entered the white castle thinking of yesterday's events. This meeting here would decide everything. He was part of the fourteenth division and he wished he hadn't joined because of the involvement it pulled him through. Up until then he had done his part. Now it was up to central 46 to decide on the matter. He didn't care whether or not the shinigami was guilty or innocent. As long as justice was carried out, he was fine with that.
"Ah I can't wait until this damn meeting is over with that way I can go back to sleeping off the rest of the day. I think I accomplished enough."

Entering the white castle the zero division captain lead the two suspects towards the middle of the court where they could be judged by the council members and the jury that watched. The guards then released their binds from their wrists and neck and left them to be judged. The zero division captain on the other end walked away and took her position from the distance and watched. If anything she was interested in seeing this trial. She had been at the king's side for so long that she had almost forgotten the feel of stepping into the court room. Her pale eyes watched without the slightest blink and her two pigtails dangled along as she took her place amongst the people who watched.

Division 5 - Seat 3 Yin walked through slowly into the castle, though anxious. He had waited so long for this trial and it was now about to begin. He took his seat and watched as his captain was brought to the center. He was hoping that Soma would be not be charged for things he did not commit. Yin sat back and crossed his arm and gazed at his surroundings and everyone that was in the castle.

When the guards released the binds on Oruga he rubbed his wrists and neck from the soreness that the tightness had caused. They probably didn't mean to but the Seretei was always cautious about their suspects and didn't allow the slightest hint of opening for their suspects to try anything. They were surrounded by other shinigami, the jury, guards, and the council members themselves. He glanced at Soma and nodded. Reminding him to tell the truth about everything. One lie could throw the entire thing off balance cost both of them their lives. Rukia Kuchiki was sentenced to execution just for giving a human shinigami powers but Oruga and Soma had attacked shinigami captain so one could only imagine the sentence that awaited them.

His entrance was silent, and no one would fell him as Shiro entered the trial area. He stayed to the back while his riatsu leaked out through his feet saturating the area. It would take a long time, but eventually the saturation would be enough for him to use his bankai at a moments notice.

((because of the slow saturation it would take someone of extreme skill to detect. I'm talking captain of division one skill. so yeah... no being gay im setting in my own plan just in case i don't like the ending..))

"Boy..Let me say this from the start. If you even THINK you can do anything here let me show you something to make you think other wise" There stood Old Man Yata beside Hidate as if he has always been there his old eyes glaring the impudent young Shinigami down with a look of absolute disappointment. With a mere flicker of movement, Old Man Yata's hand wrapped tightly around the back of Hidate's neck, holding him there for a instant before dragging him over to a plate on the far side of the wall with a very short list of rules. Among them he pointed to one in particular with his old staff
* It is against the law to attack a captain. To do so is treason.
"listen here you ignorant whelp, to do anything of the sort like what you are trying would qualify as just that. You are in a room filled with captains and those of a greater position. To believe that any would attempt something foolish is foolishness it self. Until this trial is over, you are to leave and contemplate your ignorant actions. Now get out. This is a direct order"
With that Old Man Yata released his tight grip and slowly made his way towards the Young Royal Gaurd, taking a seat down next to her to watch the trial.

Aisu advanced into the room with Kurame at his side. As they did he smiled walking over to a bench and looking over at Kurame.
"Shall we sit here?"
He said smiling slightly waiting for her to take a seat.

Holding Aisu's arm, Karume entered the trial space at his side, a gentle smile on her face. As much as she hated to admit it, she was actually enjoying the company of a male captain, she'd never really felt that way toward anyone else before. Sure, she'd had a couple short time boyfriends, but since she became a captain she never really enjoyed it so much. Aisu only felt like a friend in some ways, but every passing moment made her happier. She only hoped it did not show on her face, she didn't need anyone to think she actually had a friend other than the obvious one, her best female friend, Naosu. It didn't bother her too much though, of anyone in the entire body of seireitei, Aisu was probably the one she expected to stay safe in any situation, even old man Yata might have lost out eventually. Sure, some could surprise her, but Aisu was her top pick of anyone and she was happy to have him as one of her new found friends. Finally, though, they made it to the trial and she glanced around the room, catching sight of the two deemed 'criminals' who were to be tried this time in the central 46. It didn't take her much additional looking, though, to see a certain someone else she did not like seated not too far away. She looked over to Aisu, tugging his sleeve gently after seeing the woman she hated so dearly after their earlier encounter. She wasn't sure what was to be said, but without a word, she followed Aisu to a few seats a fair distance from the woman and took her seat, looking toward Soma and Oruga once more. "So... what are we to say? We all know their innocent, but how do we prove it well enough to get those two out?" she whispered softly. It was a bit unusual for her to be there, she usually didn't come to trials, and she deffinently never testified before so she wasn't really used to a good bit of this, so she hoped that Aisu would be a good guide for her in this case.

Aisu smiled taking a seat beide Karume and placing an arm around her waist to keep her atttention away from the Zero captain. It was wierd for Aisu, he was actually happy for once and every passing moment he got happier.
"Now now, lets not pay attention to that damn captain shall we?"
He said smiling kindly towards her and placing his hand on hers.
"Well... I am guessing that we are to speak when they begin the trial. However we could always go and ask Yata."
He said simply waiting for her response to not only his statement but to his hand on hers. He usually did not care so much however this time, with Karume he could not help but care.

"I believe the presentation of evidence is my job." Rednal said, walking forward. "Your Honors." he added, inclining his head to the judges. "My name is Gilgamesh, and I've been assigned to this case from Internal Investigations. I wrote the report for the events on Earth, the only copy of which was given to the Captain-Commander. It seemed prudent to leave the number of copies at one to prevent tampering." Of course, there was the secret copy for the records, but they didn't need to know about that. Hence it being 'secret'. "Now, I would like to read you the statements given by the defendants, Captain Soma and Captain Oruga. Captain Soma maintains that Captain Oruga is innocent, and furthermore, that he was set up by Captain Kazei of Sixth Division, Vice-Captain Jouka of Fifth Division, Fifth Seat Hitoma of Sixth Division, as well as former Kidou Corps Captain and current rogue Shinigami, Delosuke Aragame. These are not accusations that can be dismissed out of hand; Captain Soma's record is almost spotless, and he has served as Captain of Fifth Division with no problems of even moderate importance. Captain Soma does, however, admit to attacking Vice-Captain Durissa of Second Division and Captain Akuma of Seventh Division, and expresses hope for their swift and complete recovery. He explained that he had attacked them to help protect a member of his Division, his own Vice-Captain, whom he thought that he could trust. Finally, Captain Soma notes that he was in battle with an Arrancar at the time when the attacks he was accused of started; you'll find the details of what was going on at that time in my report, and it seems to check out. Captain Oruga has mentioned his guilt in attacking Captain Soma, but also believes he was tricked into doing it." he paused for a few moments to allow them to process all of that. "However, this case is a little more complicated. While I was taking the statements of Captain Soma and Captain Oruga, their detention facility was attacked by a rogue shinigami named Kaentaka Mishima. It was some trouble getting information on him, but he was at one time a Captain, admitted to murdering several Shinigami, and seemed upset at Captain Soma for stealing his research. More so, he claimed to have a device that could temporarily control the minds of others. That is all." the purpose of Internal Investigations was not to give opinions on what had happened, just to explain what had. Rednal made his nod of respect again, then took his seat.

 Akane Shiori "I'm always watching... You cannot hide your sins..."
She entered quietly, the evidence she had was already set up, she simply needed to present it. This time was vital for her, she had the evidence to evict or save Soma, at this time she had ignore her instincts and do as expected. Her long hair was tied in a high ponytail, out of the way but still elegant. As she walked, passing the now sitting Taicho of division zero, she brushed the girl's shoulder and gave a small smile, before continuing on down the row of seats until she reached the one with her division's symbol on it. This would be the most intresting trial she'd taken part of, and one of very few involving a Taicho as a suspect, there hadn't been on trial like this in a while.
She took her seat, her eyes glancing over the crowd of people still entering or quietly chatting to eachother. Listening to Rednal she frowned a little, the case seemed like it was only going to get more and more complicated. She looked at him for a minute then rose, signifying that she intended to speak. "I can be a secondy party to your evidence on Soma occupied time facing the Arrancar, as I was present at the beginning of his fight, he was there." Her voice was hauntingly soft, despite the mood of the occupants. It was hard to find any doubt in this woman, her record was spotless, she'd never caused any trouble, she was chosen for her position without fighting the previous Taicho and without recomendations from other Taicho's, literally out of the academy she obtained her rank and prooved herself capable.
"I have video footage to display to everyone. The set of clips are the 'supposed' trueth, which Kazei had set up to accuse the suspect. I have disected the footage int he hopes of finding evidence of the scene being comromised." She was calm and controlled, as if she'd done this many times before.
