Oh I'm sure he was schemeing to not pardon some popular figures at the last day of his presidency for 8 years, maybe just maybe bush has more information that we do and decided it would not be right to pardon him.
Honestly I'm quite certain that americans would be constantly terrified if they knew everything the CIA knew, it is possible that they gave him more information than they gave us.

I dunno. There was a lot of talk about the Bush legacy in the days leading up to the inauguration. Its possible the now former president didn't want to harm his reputation even more by pardoning him, since public opinion was rather set against it. Why he would suddenly be concerned what people think of him, with only a 30% approval rateing in the final days of his presidency, is something to wonder about. I'm just saying that it might have been a last minute political move, not a moral judgment.
