The sky is blue because the atmosphere works like a prism, breaking the sunlight into the spectrum. Because the spectrum is as follows:
Red Orange Yellow Green Blue Indigo Violet Pink
Blue and green are the major colours, because they are in the middle. But because most vegitation is green, green gets sucked up, leaving only blue visible.
Water is blue merely because it reflects off the sky. Water bodies that are not blue are in that state because of certain minerals that can be found in that particualr water body.
